Job Description

Job Overview We are seeking an energetic and dedicated Program Manager to lead and coordinate the Vermont Work for Warriors team. The Program Manager oversees the Employment and Education Coordination (EEC) program supporting Service Members, Veterans, and their families. This position is responsible for managing program operations, supervising personnel, ensuring contract compliance, maintaining client service delivery standards, developing strategic partnerships, and providing workforce development and education resources that enhance military family readiness.
Responsibilities :
Direct and manage daily operations of the Employment and Education Coordination (EEC) program. Supervise, mentor, and support program staff responsible for employment and education services. Conduct regular performance discussions, coaching sessions, and developmental planning with employees. Complete employee evaluations and provide performance feedback. Recommend and implement personnel actions to ensure appropriate staffing levels and workforce effectiveness. Foster a collaborative, team-oriented work environment focused on mission success and client service. Establish program goals, performance expectations, and operational procedures to ensure successful contract execution. Evaluate program effectiveness through continuous performance monitoring, quality assurance reviews, and process improvement initiatives. Develop and submit comprehensive monthly reports to Contracting Officer Representatives (CORs) and program stakeholders. Ensure compliance with contract requirements, organizational policies, and applicable government regulations. Oversee employment and education support services provided to military personnel and family members. Ensure clients receive effective career counseling, educational guidance, and workforce development assistance. Assist staff in resolving complex client issues and developing individualized employment and education plans. Monitor service delivery outcomes and client engagement metrics. Monitor employee work schedules, timekeeping records, leave requests, and payroll-related documentation. Review and approve program-related expenses, travel requests, and reimbursement submissions. Forecast personnel travel, lodging, mileage, and operational expenses. Maintain accurate records and ensure timely submission of required administrative documentation.
Required Experience:
Minimum of five years of progressive leadership experience in program management, workforce development, education services, military support services, human resources, or related fields. Bachelor's degree in business administration, Human Resources, Management, or related field. Demonstrated ability to evaluate program processes and provide strategic recommendations. Experience advising senior stakeholders (e.g., State Family Program Director). Proficiency in operational oversight, including tracking systems and managing multi-channel support services (e.g., call centers). Experience managing government contracts or federally funded programs preferred. Experience working with military populations, veterans, or family support programs preferred. Strong leadership and personnel management skills. Knowledge of workforce development, employment services, and educational resources. Experience with performance metrics, data analysis, and program reporting. Excellent written and verbal communication skills. Strong organizational and project management abilities. Ability to establish and maintain effective relationships with government stakeholders, community partners, and employers. Proficiency with Microsoft Office Suite and workforce management systems. Ability to manage multiple priorities while meeting contractual deadlines.
