About the division The Business Resources Division (BRD) within the Department of Enterprise Services (DES) provides a number of services to state agencies, local governments, and non-profit organizations. Services provided by the division include Print and Mail Services, Fleet Operations, and Surplus Operations. DES provides centralized leadership in efficiently and cost-effectively managing resources necessary to support the delivery of state government services. The mission of DES is to implement a world-class, customer-focused organization that provides valued products and services to government and state residents. About this position The Program Specialist 2 position represents Washington's State Surplus Operations. The incumbent will have a primary role in supporting the Disposal and Priority departments of Surplus Operations. The selected candidate will be responsible for maintaining a supportive role in Surplus Operations customer service-related initiatives, action plans, and compliance related requirements. You will have constant interaction with public and customers. Such duties may include, but are not limited to: Assists Program Specialist 3 (PS3) in preparing reports and resolving contractual issues Works collaboratively with team members to review procedures/policies, to identify problems and propose solutions and alternatives within the scope of State and Federal laws Support in preparation of daily required documents along with maintaining monthly, quarterly, & annual reporting as needed and required for compliance Shoot, write, post and monitor tiered auctions Under general supervision, the incumbent will assist in planning, organizing, and coordination of daily Disposal Program's operational needs; and will have contact with all Priority and Disposal program participants The incumbent will be required to work within the delegated area of authority when assisting in the needs of customers, and will be expected to escalate issues or concerns to Priority Program PS3 for guidance For the full job description, email the recruiter: Rachel Vaughan jobs@des.wa.gov. Duties Some of what you will be doing Provide daily operational support to customers including but not limited to; state agencies, poly-subs, tribes, general public, etc. Specifically using judgment and knowledge of programs priorities for scheduling; prioritizing incoming requests; coordination of customer needs with agency contacts; and ensuring deadlines for projects are met Assist priority customers with shopping needs Support agency staff to ensure proper surplus disposal rights and access are granted, which may require working directly with agency contacts and leaders to gain proper permissions for the requester access Monitor, respond, forward and follow up on all emails in multiple Surplus email boxes Supports priority customers to facilitate the sale or transfer of property Selling of priority tiered surplus property at the Tumwater location via online auctions through GovDeals.com Prepare online listings of priority tiered surplus property (vehicles, equipment, warehouse items, etc.) for sale to priority and public customers Assist in the sale of surplus property directly to priority customers Provide positive customer service to both the buyer and seller of assets that are on auction Use clear, effective, and professional communication with agencies & team members Check in property and update information into the Surplus Request Management System (SRMS) computer program Make sure items are being tracked properly in the SRMS and labeled correctly Qualifications Required Qualifications To qualify for this position, you must have a total of five (5) years of any combination of qualifying experience or qualifying education. ] Five (5) years' experience of administrative support experience in surplus property management and/or commercial warehouse [
OPTION 2
] Associate's degree and three years of administrative support experience in surplus property management and/or commercial warehouse [
OPTION 3
] Bachelor's degree and one year of administrative support experience in surplus property management and/or commercial warehouse AND In addition to meeting one of the options above, applicants must possess the following: Must have one (1) or more years of experience in warehouse operations including customer service, planning, coordination and consultation, inventory management Ability to multitask; respond to emails, answer phone calls, and face to face interactions from both the public and partnering government agencies Ability to lift/move/transfer 40lbs on occasion Valid driver's license free from serious traffic violations Ability to take and edit digital photographs for the purpose of online sales Ability to research, understand and share product knowledge professionally through text and speech AND Incumbents to this position must possess and demonstrate the following DEI competencies: Able to learn and understand the language and concepts of our DES DEI culture and commit to being a part of creating and maintaining a diverse, equitable, respectful, and inclusive workplace Demonstrate a commitment to growth, learning and self-awareness when provided training and opportunities to participate in improving our work environment Participate and behave in a manner that creates trust and builds working relationships, promoting teamwork and collaboration in the work environment Demonstrate the understanding that all people are valued; contribute to an equitable, inclusive and respectful environment when working with members of the group, team, organization or community Commit to being an active participant in continually evaluating and improving strategies that promote equity and inclusion in our organization AND Incumbents at DES in this position are required to demonstrate the following Washington State Enterprise Leadership Competencies that can be found by clicking this link (Download PDF reader).
