Job Description

Company Overview Partners for Community Development, Inc. is a dedicated 501(c)(3) organization that focuses on social services programs and providing the best service to the community in energy assistance, residential energy conservation, housing rehabilitation, and home-buying assistance. Partners serves the Eastern Wisconsin counties of Brown, Door, Kewaunee, Manitowoc, Calumet, Sheboygan, Ozaukee, and Milwaukee. Job Overview We are seeking a dynamic and strategic Intake Manager to lead and revamp our intake and customer service operations. This new role will be instrumental in coordinating and aligning intake processes and procedures, ensuring every client receives access to all services for which they are eligible. The Intake Manager oversees the intake and eligibility process for the Wisconsin Home Energy Assistance Program (WHEAP), Weatherization Assistance Program, and related housing services across assigned counties. This role combines program management, staff leadership, process improvement, and community engagement to ensure high-quality, compliant, and accessible services for clients.
Key Responsibilities:
Program Oversight & Administration Oversee all intake and application processes across programs Ensure compliance with federal and state regulations Develop and improve internal policies, procedures, and standard practices Prepare for and support audits, monitoring, and evaluations Assist with budget tracking and program expenditures Serve as a backup liaison with funding and regulatory agencies Staff Leadership & Development Supervise and support intake team members Provide training on eligibility, enrollment, document processing, and fraud prevention Conduct case reviews and drive continuous improvement Ensure adherence to performance standards and policies Customer Intake & Service Delivery Ensure timely and accurate application processing Enhance customer service protocols and accessibility Oversee income verification and eligibility determinations Maintain accurate, confidential client records Support crisis services to prevent utility disconnections Participate in after-hours and emergency response coverage Outreach & Community Engagement Lead outreach efforts to identify and recruit eligible households Coordinate with outreach and marketing teams to meet enrollment targets Build relationships with community partners and referral networks Organize and participate in outreach events Develop alternative resources for ineligible clients Program Operations & Compliance Monitor performance metrics and ensure contract requirements are met Oversee fraud prevention and referral processes Ensure compliance with data privacy and confidentiality standards Prepare reports for leadership and Board of Directors Emergency & Operational Readiness Ensure staffing coverage during peak seasons Support emergency assistance protocols and crisis response Respond to urgent client or program needs as required
Qualifications:
Bachelor's degree in Business Administration, Social Services, or related field preferred, or equivalent combination of education and relevant experience Minimum 3 years of supervisory or program management experience, preferably in nonprofit or human services Knowledge of (or ability to learn) energy assistance and housing program regulations Strong leadership, organizational, and problem-solving skills Excellent written and verbal communication Experience with outreach, public relations, or community engagement Proficiency in Microsoft Office and database systems Ability to work effectively with diverse populations
Additional Requirements:
