Department Human Services Division Bureau for Social Services - Central Office Opening Date 03/12/2026 Closing Date 3/18/2026 11:59 PM Eastern Description Benefits General Description Under general supervision of the Senior Program Manager of the Division of Regulatory Management within the Bureau for Social Services, this Social Services Program Specialist will collect and evaluate data in the areas of provider outcome measures, CPS/IIU intake and investigation trends, trends in out-of-home child abuse/neglect and maltreatment findings. This position interprets policy and state and federal legislation and makes recommendations on outcome measures for provider agreements. This position analyzes data and data trends in out-of-home child abuse/neglect investigations and makes recommendations to improve the health, safety, and well-being of children. This position will prepare and submit reports relating to data in all areas of assignment. This position will recommend and direct enhancements in the development of residential placements, provider agreements, child specific contracts and placement processes. Work includes developing and maintaining productive collaborative work relationships with providers, stakeholders, and BSS caseworkers. May assist with licensing and out-of-state data and reviews. Applicants must possess a valid WV driver's license, and reliable transportation. Travel may be required. Successful completion of a background check is required for employment. Preference may be given to candidates with demonstrated experience in child welfare and/or social services.Please note:

0511P01164 Example of Duties and Responsibilities Collect and analyze data from a variety of internal and external sources and division programs. Compile comprehensive reports regarding provider outcomes, IIU investigations, out-of-home maltreatment findings, residential placements, out-of-state providers, and critical incidents. Develop a method for organizing and maintaining data that will be readily available. Research and understand national trends in child maltreatment findings, out-of-home child maltreatment findings and other research as assigned. Evaluate and monitor trends in provider's performance data to determine necessity for amendments of provider agreements. May assist and/or provide input into the formulation, development, and/or revision of operating policies, procedures, and strategies for the organization, as appropriate. Performs miscellaneous job-related duties as assigned.Minimum Qualifications Education:
Bachelor's degree from an accredited college or university.Experience:
Three (3) years full-time or equivalent part-time experience in an area related to social work, social services, or child welfare.Internal Applicants Only:
Two (2) years of full-time or equivalent part-time experience in Bureau for Social Services' Field Operations or Field Support positions may substitute for the required education and experience.Substitution Information:
