PURPOSE OF POSITION
This is a mid-level professional Engineering/Project Management position within the Project Management Department in support of ARRC capital projects and administrative programs
Duties and Responsibilities:
Assists the Engineering Division with the development of cost estimates for capital projects and programs. Provides oversight on project control elements related to scope, schedule, configuration, and budget including schedule development, project documentation, configuration management, and progress reporting. Maintains and enforces
ARRC QA/QC
program in compliance with Federal grantor expectations and ARRC project Management procedures and guidelines Interfaces with the Grants, Finance, Procurement and Accounting departments as needed to develop and relate project information for their use in the administration of grants. Assists the Engineering Division in project and program planning, including the development of plans and projects for federal competitive grants. Assists and/or manages the development of competitive grant proposals. Assists the Engineering Division in the overall planning and reporting of capital project progress. Assists the Director of Project Management in the administration of ARRC Capital programs. Develops and maintains cost information, guidelines, and formats for use by the Engineering Division in the generation of cost estimates for ARRC planning Contributes to team effort by accomplishing related duties as needed. Will be required to participate in Incident Command exercises and activities.
FACTOR 1
Technical and Operational Knowledge Demonstrates thorough knowledge of the project design cycle, especially within the federal funding context. Understands and has experience with the development, management, and execution of quality programs. The candidate must have an extensive background in the development of project estimates, budgets, and schedules. Strong persuasive writing capabilities are a requirement. Strong interpersonal skills required for working with other departments within ARRC, and agencies outside ARRC, are required.
FACTOR 2
Analytical Skills and Impact Develops and maintains processes and controls for quality assurance and control. Develops costs estimating processes and assists others in the development of cost estimates and schedules as required. Works with technical and financial teams in the reporting of project progress. Assists in the application for federal grants by coordinating technical aspects of project proposals and assists in the writing or development of grant proposals as required.
FACTOR 3
Supervision and Control This position will not have direct supervisor responsibility within ARRC. However, it will inspect and oversee project work to ensure the safety, quality, and cost effectiveness of ARRC employees, and contractors performing work on assigned projects. When deficiencies are encountered, the position reconciles with the supervisory hierarchy for effective resolution. The position is responsible for monitoring project costs, safety, and results.

Communication Effective and succinct written and verbal communication skills are required for working within the Engineering Division, ARRC and with outside partners where required.
FACTOR 5
Working Conditions Working conditions include both corporate office and field environments. The position requires outdoor activity - walking on uneven ground, occasional climbing on structures and mild physical exertion during all seasonal conditions. Minimum Qualifications Education Requirements Associates or bachelor's degree in Construction, Engineering, or related technical field is required. Work Experience Requires at least 10 years of project management, construction management, estimating, or other relative technical experience related to civil construction. Certification/License Requirements Must possess a valid driver's license. Preferred Qualifications Experience managing federally funded projects or programs is preferred Some experience in design and/or management of railroad projects is preferred. Actual benefits differ by bargaining unit. Retirement Plans ARRC Pension Plan - Participation is mandatory. You are automatically enrolled in the Plan when you meet the eligibility requirement of your bargaining unit. Employees contribute 9% of their Earnings on a pre-tax basis. The Railroad is exempt from participation in Social Security; however, Medicare Tax is withheld. Participants vest with 5 years of eligible Vesting Service which entitles one to receive a pension benefit at retirement age. Tier 2 Description (Employees hired after July 1, 2015) Normal Retirement Age is age 65, however, the plan allows one to retire as early as age 60. The formula for a monthly Normal Retirement Benefits is 2% x Final Average Earnings x all Credited Service. Early retirement, survivor and disability benefits are available for vested participants. 401(k) Tax Deferred Savings Plan - Participation is optional. Health Insurance Plan A comprehensive health insurance plan, self-insured by the ARRC and administered by Premera Blue Cross Blue Shield of Alaska. Coverage is also available for the employee's spouse and dependent children. ARRC and the participant share the premium cost. Bargaining unit employees are Eligibility after 90 days, and non-represented employees are eligible as of the date of hire. The Railroad offers a Prefered Provider Organization plan (PPO Blue Essentials) and a Consumer Directed Healthcare Plan with a Health Saving Account (Gold Essentials). The Plans have the following features. The Railroad also offers two dental plans. The Railroad National Dental for represented employees. The Alaska Railroad Optional Dental Plan for both represented and non-represented employees.
