Job Description

Project Manager - Senior Intake Manager Federal Contract | Alaska Region Enrollment Operations We're filling a senior-level contract role embedded with the Bureau of Indian Affairs (BIA), Alaska Region Enrollment Office. This office administers the Certificate of Degree of Indian Blood (CDIB) program — a critical function that establishes eligibility for federal, tribal, and state services for Alaska Native individuals. This isn't a maintenance role. The office is mid-modernization. SOPs are unfinished. Institutional knowledge is at risk due to retirements and turnover. We need someone who can stabilize operations, build the documentation infrastructure, and lead the program forward while keeping daily intake running smoothly. What You'll Be Doing Overseeing all daily intake and CDIB application processing operations, managing workflow and turnaround Leading the development, completion, and ongoing maintenance of SOPs, policy manuals, and workflow guides — much of this documentation is currently unfinished Capturing and formalizing institutional knowledge, including legacy processes and tribal-specific enrollment considerations Conducting quality assurance audits for accuracy, completeness, and regulatory compliance (DOI, BIA, FISMA, PII standards) Developing training curriculum and onboarding materials for new and existing staff Leading transition and continuity planning to protect operations from staffing disruptions and retirements Generating monthly performance reports (application volumes, turnaround times, QA findings) and ad hoc reporting as needed Recommending process improvements to reduce timelines, increase accuracy, and improve public service outcomes Serving as the primary point of contact for technical and administrative questions from BIA stakeholders What We're Looking For Demonstrated experience managing or overseeing administrative or enrollment operations in a federal, tribal, or regulated government environment Proven ability to develop SOPs, process documentation, and training materials — ideally in a program that needed them built from scratch or rebuilt Working knowledge of records management, compliance frameworks, and PII/privacy safeguard requirements Strong project management instincts — able to balance operational demands with longer-horizon modernization goals Experience with genealogical research or tribal enrollment is a meaningful advantage Bachelor's degree preferred; GS-9 equivalent qualifications required Familiarity with BIA, DOI, or Alaska Native program administration is a strong plus Why This Role This is a high-impact contract assignment. The Alaska Region Enrollment Office plays a direct role in the federal government's trust responsibility to Alaska Native people. You'll inherit an office in transition and leave it more stable, better documented, and operationally stronger. If you want work that has both policy weight and tangible outcomes, this is it.
Pay:
$30.00 - $32.00 per hour
