Job Description

The Northwest Arkansas National Airport (XNA) is seeking a highly organized, detail-oriented, and self-motivated individual for a dynamic role in the fast-paced environment of infrastructure project management. This role is critical in supporting the execution of major capital improvement projects on both the land and air sides of airport operations. The successful candidate will work closely with the Chief Infrastructure Officer, external architecture, engineering, and specialty consultants, as well as federal and state agencies federal agencies like the Federal Aviation Administration (FAA), Arkansas Department of Aeronautics, and Arkansas Department of Environmental Quality (ADEQ) to ensure projects are delivered on time, within budget, and in strict compliance and regulatory frameworks.
Key Responsibilities:
Grant Management & Administration Support:
Assist in the preparation, submission, and tracking of FAA Grant Applications. Manage and compile necessary grant attachments for FAA project tracking and reimbursement requests. Maintain detailed records of federal funding allocations and coordinate communication with FAA representatives.
RFP/RFQ & Bid Support Coordination:
Coordinate the bidding process for major infrastructure projects, including establishing bid receipt locations and deadlines. Assist in reviewing bid proposals for compliance with Instructions to Bidders, ensuring the inclusion of Bid Bonds, Statements of Bidder's Qualifications, and Bidder Certification Forms. Evaluate base bids and additive alternates alongside external engineering partners to determine the best value for XNA.
Project Accounting Support:
Track multi-million-dollar project budgets, managing as-bid project budgets and tracking engineer's opinions of probable costs against actual low bids. Process invoices, track contractor payments, and reconcile grant disbursements.
Construction QA/QC Documentation:
Maintain meticulous records of construction progress, submittals, and field reports. Coordinate with external engineers to ensure all construction activities meet approved engineering contracts and quality standards.
Compliance Documentation Support:
Ensure all contractors maintain required Insurance Coverages, including Current Automobile and Liability Insurance. Monitor and manage Disadvantaged Business Enterprise (DBE) Participation Reporting and lists of proposed subcontractors to ensure federal compliance. Maintain current Exhibit A (Airport Property Map) documents and Records of Negotiations.
Qualifications & Requirements:
Education:
Bachelor's degree in Construction Management, Civil Engineering, Public Administration, Accounting, or a related field.
Experience:
Minimum of 3-5 years of experience in project management, construction administration, or grant management, preferably within the aviation or public infrastructure sector.
Skills:
Strong financial acumen for tracking complex project budgets and bid tabulations. Excellent organizational skills with the ability to manage extensive compliance documentation. Strong written and verbal communication skills for coordinating with internal leadership, external engineering firms, and federal agencies. Experience working effectively in small teams with diverse responsibilities.

From $60,000.00 per year
