Description Robert Half is recruiting for Project Manager/ Consultant for client in the city government and public sector industry. This interim Project Manager will support a large‑scale Human Capital Management (HCM) implementation across multiple business units. This role functions as a Project Manager / Workstream Lead responsible for day‑to‑day execution, coordination, and direct stakeholder engagement on a high‑visibility public sector project. This position is ideal for someone who can step in quickly, lead client meetings, manage multiple workstreams, and operate effectively in a fast‑moving, lightly structured environment. The role will be located in Downey, CA onsite. Key Responsibilities
Lead daily coordination across multiple business units and implementation workstreams
Facilitate client meetings, working sessions, and status updates
Track milestones, risks, dependencies, and action items across concurrent timelines
Support core HCM implementation phases: training, mock conversion, and go‑live
Serve as a primary point of contact between business units, project leadership, and functional/technical teams
Maintain project tracking, dashboards, and leadership reporting
Drive issue resolution, escalate risks, and keep workstreams moving forward
Support change management and project communications Requirements
Strong communication and executive presence; able to

Experience coordinating multiple workstreams or projects simultaneously
Comfortable working in ambiguity with minimal direction
Hands‑on, proactive problem solver
Experience supporting ERP or HCM system implementations (preferred, not required) Skills & Experience
3+ years supporting large‑scale system implementations
3+ years coordinating multiple concurrent workstreams
Experience working with cross‑functional (business and technical) teams
Stakeholder communication and change management experience
Familiarity with project tracking and reporting tools Requirements
At least 5 years of project management experience, including support for large-scale system implementations
Demonstrated ability to coordinate multiple concurrent workstreams with competing timelines and dependencies
Strong communication skills with the confidence to lead meetings and engage effectively with senior stakeholders
Experience working with cross-functional teams that include both business and technical participants
Ability to operate independently in evolving environments with limited direction and shifting priorities
Proactive problem-solving approach with strong organizational and follow-through skills
