PROJECT MANAGER
Irvine, CA Full Time Exempt Position Position Summary:
City Ventures is seeking a highly motivated Project Manager to lead the permitting and execution of complex, ground‑up for‑sale residential homebuilding projects across Southern California. This role focuses on advancing entitled projects through detailed plan check, agency approvals, and building permit issuance, resolving jurisdictional challenges, and maintaining momentum from approvals through start of construction. The ideal candidate has 5+ years of experience working on for‑sale housing developments with a strong track record of managing challenging post‑entitlement conditions , including coordination with cities and consultants on grading permits, improvement plans, building permits, and agency sign‑offs. This Manager is adept at navigating multiple jurisdictions, mitigating permitting risk, resolving design and code conflicts, and driving schedules while preserving project feasibility and design intent. The position is based in City Ventures' Irvine office with regular local travel to municipal meetings and job sites. We are looking for a self‑motivated, detail‑oriented professional with strong communication skills who thrives in a fast‑paced, high‑volume homebuilding environment and is passionate about delivering high‑quality for‑sale communities. B enefits:
Medical, dental, vision and supplemental insurance are available. In addition, City Ventures offers FSA plans and 401K with a 6% match. Three weeks (15 business days) PTO (Paid Time Off) and Gym Membership valued at $40 per month. Cell phone reimbursement of $85 per month.
Required Experience:
Bachelor's degree in real estate development, urban planning, civil engineering, business, or a related field required, advanced degree a plus. Minimum 5 years of project management experience with a for‑sale residential homebuilder, supporting ground‑up projects. Strong working knowledge of entitlements and permitting for large‑scale residential projects, preferably within Southern California jurisdictions. Demonstrated understanding of land use regulations, CEQA, site planning, infrastructure coordination, and architectural design, with the ability to represent projects effectively to cities, agencies, and community stakeholders. Ability to read and interpret plans, including site plans, tentative/tract maps, and architectural drawings
Skills Needed:
Clear, effective written and verbal communication skills with cities, consultants, and internal teams. Collaborative and accountable, able to take ownership of assigned tasks while working independently or as part of a team. Strong organizational skills, managing multiple projects, agencies, and deadlines simultaneously. Professional interpersonal skills suited for navigating challenging jurisdictions and approvals. Motivated to deepen expertise in post‑entitlement permitting for for‑sale residential projects.
Primary Duties & Responsibilities Include:
Drive post‑entitlement project planning and feasibility through permit issuance. Research and manage government and agency fees tied to conditions of approval. Manage permitting schedules and approvals, coordinating plan check and agency reviews. Lead permit submittals and coordination with City staff and approving agencies. Manage project budgets and pro forma forecasting. Direct consultant teams through post‑entitlement permitting. Oversee HOA formation and DRE approvals for for‑sale residential projects. Perform other duties as assigned in support of development and construction execution.
Compensation:
$140K - $150K Annual Salary plus Discretionary Bonus. Commensurate with experience.
