This is a high-impact leadership role responsible for managing enterprise Project Management Information Systems (PMIS), supporting large-scale capital improvement programs, and driving technology modernization initiatives across one of the largest higher education construction programs in California. Position Overview The Project Manager III
  • Technology (PMIS) will lead the planning, implementation, migration, integration, and optimization of enterprise PMIS platforms supporting capital construction and infrastructure programs.
This individual will serve as the primary liaison between executive leadership, PMO teams, IT, Finance, consultants, contractors, and operational stakeholders to ensure successful deployment and long-term support of critical technology systems. The ideal candidate possesses a strong combination of capital program experience, technology implementation expertise, business process improvement capabilities, financial systems knowledge, and stakeholder management skills. Key Responsibilities PMIS Leadership & Technology Management Lead enterprise PMIS implementation and modernization initiatives. Manage PMIS platform migrations, including transition efforts from legacy systems to Trimble Unity Construct (eBuilder). Develop PMIS governance standards, workflows, operational procedures, and technology roadmaps. Coordinate implementation efforts across PMO, Facilities, Finance, IT, consultants, and vendors. Drive continuous improvement and optimization of enterprise technology platforms. PMIS Implementation & System Migration Manage data migration, workflow conversion, reporting transitions, and system integrations. Coordinate User Acceptance Testing (UAT), quality assurance, and deployment readiness activities. Maintain implementation schedules, issue logs, risk registers, and deployment plans. Support system stabilization and post-implementation activities. Financial Systems & Cost Management Support PMIS integration with financial and accounting systems, including Deltek Costpoint. Coordinate budgeting, invoicing, contract management, change order tracking, forecasting, and financial reporting workflows. Assist with invoice approvals, financial controls, reconciliation efforts, and audit readiness. Collaborate closely with Finance, Accounting, and Project Controls teams. Training & Change Management Develop and deliver end-user training programs. Support organizational adoption and change management initiatives. Create user guides, training materials, and support documentation. Serve as a primary resource for system support and issue resolution. Business Process Improvement Evaluate and improve business workflows through automation and system enhancements. Coordinate integrations between PMIS, ERP, financial, reporting, document management, BIM, and asset management platforms. Develop dashboards and executive-level reporting tools supporting program oversight and decision-making. Minimum Qualifications Bachelor's Degree in Business Administration, Information Systems, Engineering, Construction Management, Accounting, Finance, or a related field. Minimum 10 years of experience supporting large capital programs, PMO systems, enterprise technology implementations, or construction technology initiatives. Experience leading PMIS implementation, migration, or modernization projects. Experience transitioning organizations from legacy PMIS platforms to modern enterprise systems.
Strong knowledge of:
Project Controls Cost Management Construction Workflows Capital Program Governance Invoice Processing and Financial Workflows Operational Readiness and User Support Experience with: Trimble Unity Construct (eBuilder) Deltek Costpoint Reporting, Dashboarding, and Business Intelligence Tools Experience leading cross-functional teams and managing stakeholder relationships. Knowledge of Agile/SCRUM methodologies and software delivery lifecycles. Preferred Qualifications Experience supporting public agencies, higher education districts, airports, ports, utilities, or large infrastructure programs. Experience serving as an Owner's Representative for PMIS implementations. Experience migrating systems from Proliance to Trimble Unity Construct (eBuilder). Experience with construction accounting systems, invoice approval workflows, and capital financial reporting. Experience with data migration, ETL processes, dashboard development, and reporting architecture. PMP, Scrum Master, or similar professional certifications.
