7+ years of Construction experience across roadway and underground utility projects.Position OverviewWe are seeking an experienced Project Manager to lead civil and utilities construction projects, including CALTRANS-regulated highway work, pump station and box culvert installation, and water/sewer infrastructure. The Project Manager will deliver projects on time, within budget, and to specified quality and safety standards while coordinating stakeholders, contractors, and regulatory agencies.
Key ResponsibilitiesLead the planning, execution, monitoring, and closeout of civil and utilities construction projects (highway, pump stations, box culverts, water and sewer).Manage project schedules, budgets, resource allocation, and cost forecasting to ensure projects meet financial and timeline targets.
Serve as primary client and stakeholder contact; coordinate with owners, CALTRANS, permitting agencies, utilities, and subcontractors.
Ensure compliance with
CALTRANS
standards, specifications, and local, state, and federal regulations throughout project delivery.Oversee subcontractor selection, contract administration, scope management, change order negotiation, and payment approval.
Review and approve construction plans, shop drawings, method statements, and technical submittals; resolve design and constructability issues.
Implement and enforce site safety programs, quality control procedures, and environmental protection measures.
Conduct regular site inspections and progress meetings; prepare and deliver progress reports, risk registers, and project documentation.
Coordinate utility relocations, tie-ins, and shutdowns; manage coordination with water, sewer, and other utility providers.
Identify, evaluate, and mitigate project risks; drive timely problem resolution and decision-making.
Manage commissioning, testing, and turnover activities including punch lists and as-built documentation.
Mentor and lead project teams, subcontractors, and field staff to achieve high performance and professional development.
QualificationsBachelors degree in Civil Engineering, Construction Management, or a related field; equivalent experience may be considered.7+ years of progressive project management experience in civil/utility/highway construction; experience managing
CALTRANS
projects strongly preferred.Demonstrated experience with pump station construction, box culverts, highway projects, and water/sewer systems.
Proven track record delivering projects on schedule and within budget, including cost estimating and contract management.
Familiarity with
CALTRANS
specifications, Standard Plans, Special Provisions, and encroachment permit processes.Strong knowledge of construction means and methods, civil/site grading, earthwork, dewatering, and shoring practices.
Excellent communication, leadership, and stakeholder management skills; ability to work with multidisciplinary teams and regulatory agencies.
Proficiency with project management software (MS Project, Primavera P6, Procore or similar) and MS Office suite.
Professional certifications such as PMP, CCM, or PE (Civil) are a plus.
Valid drivers license and ability to travel to project sites; OSHA 30 or equivalent safety training preferred.
