$45.00 -$49.00/hr Position Summary Our client, a leading utility organization in Southern California, is seeking an experienced Project Cost Controls Analyst to support capital project delivery within their electrical substation program. This role is responsible for developing and maintaining project financials, producing cost reports, and partnering with Project Managers to ensure accurate budget visibility throughout the project lifecycle. Key Responsibilities Develop and maintain project budgets, baselines, short- and long-term forecasts, and expenditure plans for electrical substation projects. Produce routine and complex cost reports to support project monitoring and financial management. Oversee the creation of detailed reporting that enables Project Managers and stakeholders to track budgets, actuals, and commitments. Review and report on cost over- and under-runs against approved budgets and forecasts, providing clear variance explanations. Conduct cost assessments related to changes in project scope, materials, and schedule. Maintain and update the change management tool based on impact analysis findings. Manage and oversee large, long-range, or multiple complex projects simultaneously. Develop project scope, cost estimates, resource requirements, work plans, schedules, and communication plans. Education & Experience Bachelor's degree in a relevant business, technical, or professional discipline, or an equivalent combination of education, training, and experience. 3-5 years of project management or cost controls experience. Project Management certification preferred (e.g., PMP). Prior experience in cost controls within a utility or construction management environment preferred. Knowledge & Skills Advanced proficiency in Microsoft Excel, including complex financial modeling and analysis. Working knowledge of Power BI for data visualization and reporting. Proficiency in Microsoft 365 applications including Word, Outlook, PowerPoint, and SharePoint. Demonstrated experience in financial forecasting, budgeting, and cost reporting. Strong analytical and communication skills with the ability to explain cost variances to non-financial stakeholders. ...
