Job Description
Construction Project Manager - NAVFAC/USACE/NPS/BOR/VAPosition OverviewWe are seeking an experienced Construction Project Manager to lead and deliver complex federal and infrastructure projects. The role requires strong project leadership, contract and stakeholder management, and hands-on experience with federal construction programs and construction management software. The successful candidate will plan, coordinate, and oversee all project phases to ensure projects are completed on time, within budget, and to required quality and safety standards.
Key ResponsibilitiesLead planning, scheduling, budgeting, and execution of construction projects from pre-construction through closeout.
Develop and maintain project schedules, cost estimates, and cash flow forecasts; monitor performance against baselines and implement corrective actions as needed.
Manage subcontractors, vendors, and project teams; negotiate scopes, change orders, and resolve contract disputes.
Serve as primary client point of contact and maintain strong relationships with government agencies (e.g., NAVFAC, USACE, VA, BOR) and stakeholders.
Ensure compliance with applicable federal regulations, contract requirements, and agency-specific procedures (including NPR where applicable).Coordinate permitting, inspections, and required documentation; prepare and submit project reports, RFI responses, and closeout packages.
Implement and enforce site safety programs and quality assurance/quality control processes.
Use construction management software (Procore or equivalent) to manage documents, submittals, RFIs, schedules, and quality records.
Identify risks and develop mitigation plans; lead project risk assessments and lessons-learned reviews.
Mentor and develop project engineers, superintendents, and field staff; foster a collaborative, accountable project culture.
QualificationsBachelors degree in Construction Management, Civil Engineering, Architecture, or related field; equivalent experience considered.
Minimum 5 years of progressive construction project management experience, including government or agency projects (NAVFAC, USACE, VA, BOR preferred).Proven experience managing projects using Procore or similar construction management platforms.
Demonstrated knowledge of federal procurement and contracting processes and agency-specific requirements (NAVFAC, USACE, NPR, VA, BOR).Strong schedule and cost management skills; experience with CPM scheduling and earned value or equivalent project controls techniques.
Excellent leadership, communication, negotiation, and stakeholder management skills.
Professional certification preferred: PMP, CCM, or PE in relevant discipline.
Familiarity with construction safety regulations (OSHA) and quality control procedures.
Ability to obtain or possess required security clearances if project assignments require them.
Willingness to travel to project sites and work in field environments as required.
