We are a multidisciplinary construction services business with a heritage dating back to 1861. Cockram employs over 600 personnel and approximately 4500 sub contract trade labor on our sites. Our professional expertise covers the full spectrum of specialist construction services skills. The Shutdown Project Manager (Pharma/Biotech) leads the strategic planning, coordination, and flawless execution of critical facility and utility shutdowns, cleanroom turnarounds, and major equipment maintenance outages. Operating within a highly regulated cGMP (Current Good Manufacturing Practice) environment, this role ensures that all modification, validation, and maintenance work is executed safely, on time, and without compromising product quality, sterility, or regulatory compliance. Key Responsibilities 1. Front-End Planning & Stage-Gate Readiness Define the shutdown scope across active production lines, clean utilities (WFI, Purified Water, Clean Steam), and HVAC systems in coordination with Quality Assurance (QA), Validation, Manufacturing, and Facilities. Establish and manage a milestone readiness schedule (typically T-minus 12 to 18 months out), tracking cross-functional deliverables through formal stage-gates. Manage a resource-loaded master schedule using Primavera P6 or MS Project, meticulously mapping out critical paths to minimize production downtime. Development and maintain a Risk Register that identifies the risks as well as the mitigation actions to eliminate or minimize the risk impact. 2. Vendor Management & Cleanroom Logistics Collaborate with procurement to source and vet specialized third-party contractors experienced in working within classified cleanrooms (Grade
A-D / ISO 5-8
). Coordinate complex on-site logistics, including material staging, trade coordination, vendor management, specialized tool decontamination, and vendor gowning qualifications prior to the shutdown window. Ensure all long-lead spare parts, single-use components, and specialized calibration instruments are ordered, verified, and staged. 3. Execution & Cross-Functional Command (The Shutdown Window) Ensure safety is the top priority for all parties supporting the outage. Serve as the central point of command during the execution window, directing 24/7 multi-shift operations when required. Manage daily shift change and progress meetings to track actual progress against the baseline schedule and managing "discovered work" without extending the window. Coordinate between site operations / maintenance personal with the construction work. Enforce strict adherence to cleanroom behaviors, material transfer protocols, and safety standards (LOTO, hot work, confined space). Manage the daily budget burn rate, contractor timesheets, and contingency allocations. 4. Commissioning, Validation (VMP), & Clean Start Partner closely with the Validation team to ensure all executed work aligns with the Validation Master Plan (VMP) . Oversee the seamless coordination of mechanical completion, Commissioning, and Qualification ( Installation, Operational, and Performance Qualification - IQ/OQ/PQ ). Coordinate environmental monitoring (EM) clearance, facility deep cleaning/sanitization, and line clearance protocols to guarantee the facility is returned to a sterile, compliant state. Lead post-shutdown close-out meetings to compile the final shutdown report, archive GDP-compliant (Good Documentation Practice) records, and document lessons learned.Required Qualifications & Skills Experience:
5+ years of project management experience leading shutdowns, turnarounds, or major capital expansion projects specifically within a pharmaceutical, biopharmaceutical, or medical device manufacturing facility .Technical Knowledge:
Deep, working understanding of cGMP regulations, FDA/EMA compliance standards , and validation life cycle frameworks (ISPE GAMP 5).Systems Expertise:
Direct experience managing shutdowns involving automated process systems (PLC/SCADA), clean utilities (WFI, RO water), and classified cleanroom HVAC systems.Software Proficiency:
Advanced skills in Primavera P6 or MS Project , along with data-driven tracking tools (Excel, CMMS/EAM systems like SAP or Maximo).Education:
Bachelor's degree in Mechanical, Chemical, or Biomedical Engineering, Life Sciences, Construction Management, or an equivalent technical background.
