Other leave programs are offered to include FMLA, Parental and Bereavement Leave The Project Manager supports the Finance Department by planning, leading, managing, controlling and coordinating complex projects that enhance financial operations, systems, process improvements, and overall financial service delivery across the organization. This position ensures projects are highly successful in customer adoption delivered within reasonable timelines, within scope, and within budget while collaborating closely with internal departments and external partners. This position plays a key role in advancing process improvements, supporting technology implementations, strengthening data integrity, and improving overall organizational effectiveness.TYPICAL QUALIFICATIONS
KNOWLEDGE:
Knowledge of agile and traditional project management and change management principles, practices, and methodologies; financial operations, budgeting processes, procurement, and regulatory requirements; data analysis tools, reporting systems, and database applications; process improvement methods and organizational effectiveness strategies; and financial systems, ERP platforms, and reporting tools. Knowledge of municipal budgeting, procurement, and regulatory requirements.SKILL:
Skill in managing multiple projects, priorities, and deadlines simultaneously; Skill in analyzing and interpreting data to support decision-making; Skill in applying change management techniques and tactics to allow impacted staff to learn through changes that are the result of projects. Skill in preparing reports, presentations, and technical documentation; Skill in facilitating meetings and guiding cross-functional teams. Skill in extracting, analyzing, and interpreting operational and financial data using Excel, databases, and reporting tools; experience with data visualization tools such as Power BI is preferred.ABILITY:
Ability to plan, organize, and execute complex projects with competing priorities; Communicate effectively verbally and in writing with employees, leadership, and external partners; Build collaborative working relationships across departments; Identify issues, evaluate options, and implement effective solutions; Adapt to changing priorities and organizational needs.TRAINING
Bachelor's degree in finance, business administration, public administration, project management, or a related field. Project Management Professional (PMP) or similar certification preferred.EXPERIENCE
Three (3) to five (5) years of project management experience, preferably in government, public sector, or finance environment; or any equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills and abilities to perform the essential functions of the position. At least one (1) year of change management experience in applying industry standard change management processes aligned with project plans preferred.ESSENTIAL FUNCTIONS
The following duties are illustrative only and are not intended to be all inclusive: Lead end-to-end project management for finance-related initiatives, including system upgrades, process improvements, compliance projects, and cross-departmental efforts. Develop project agreements, scopes of work, timelines, risk assessments, and develop and implement communication plans to support project execution. Plan and coordinate agile-style approaches to managing projects to keep co-workers engaged and demonstrate continuous progress. Provide analysis, recommendations, and consultation on internal finance operations, service area-specific projects or programs and City-wide initiatives. Coordinate with internal departments including IT, Communications, Human Resources, Public Works, and Economic Development, and other departments to align project objectives and ensure smooth execution. Organize and support change management practices and systems that are aligned with project and department values of inclusion. Monitor project performance using appropriate tools; track milestones, deliverables, and budgets; and prepare regular status reports for leadership. Facilitate meetings with internal departments and project partners, gather requirements, and translate operational needs into actionable project plans. Analyze existing workflows and recommend improvements to enhance operational efficiency, financial transparency, and service delivery. Develop data-informed recommendations and support implementation of solutions aligned with organizational priorities and best practices. Support the implementation and optimization of financial systems, including ERP modules, reporting tools, and digital services; may also support payroll-related processes and reporting as organizational needs evolve. Ensure compliance with municipal policies, procurement rules, budget processes, and applicable state and federal regulations. Prepare presentations, documentation, and training materials to support change-management and staff development. Evaluate project outcomes and establish metrics to measure effectiveness, long-term impact, and sustainability. Perform other related duties as assigned.SPECIAL REQUIREMENTS
