The role provides contractor team oversight, management controls, performance tracking, schedule coordination, risk management, deliverable coordination, and primary liaison support with the

Responsibilities:
Serve as the contractor Project Manager to provide oversight of contractor activities. Serve as the primary contractor liaison with the SBA COR. Develop and maintain the Project Management Plan describing the technical approach, organizational resources, management controls, cost controls, performance controls, and schedule controls used to execute the contract. Work closely with Tech Team Lead. Coordinate project activities with FSD teams, Agency management, SBA Federal employees, users, other contractors, vendors, auditors, IG representatives, and IT staff as directed by the SBA COR. Provide project management deliverables, including performance metrics, project plans, schedules, status inputs, risk items, and corrective action tracking as required. Monitor staffing, onboarding, transition, deliverable performance, quality, issue resolution, and schedule adherence. Ensure contract work remains aligned to PWS requirements, non-personal services restrictions, SBA procedures, security requirements, and communication protocols. Coordinate staffing continuity, recruitment/retention support, risk mitigation, and replacement planning to avoid performance disruption. Perform other duties as assigned.
Qualifications Years of Experience:
20+ years of experience in Oracle Federal Financials, Agile implementation, and AWS migration required;
Education Level:
Bachelor's degree in Information Systems , Business Administration, Program Management, Finance, Computer Science, or related field preferred. Master's degree preferred. Equivalent relevant experience may be considered.
Clearance Requirements:
Must be able to obtain and maintain SBA suitability/Public Trust, PIV access, and access to SBA systems as required .
Certification Requirements:
No certification is specified in the PWS. PMP, PMI-ACP, Scrum Master, ITIL , Oracle, or AWS certifications are preferred but not mandatory . Experience managing Oracle Federal Financials, Oracle EBS, federal financial systems, Agile delivery, AWS migration, production support, and O&M environments. Experience leading contractor teams in federal environments and coordinating with CORs, Government stakeholders, technical teams, auditors, vendors, and other contractors. Experience developing project plans, schedules, performance metrics, staffing plans, risk registers, transition plans, status reporting, and corrective action plans. Strong understanding of federal contract performance, non-personal services boundaries, quality control, deliverable management, and operational continuity. Travel will be required to Washington, DC as needed.
