POSITION DESCRIPTION T.
White Parker seeks a Senior Consultant specializing in project management and scheduling to support schedule and business analysis functions within a federal PMO. This role is responsible for coordinating and overseeing multiple projects related to a large-scale research portfolio. In addition to project scheduling expertise, the Senior Business Analyst will support organizational strategy development and business process engineering efforts and will play an active role in user testing activities for a web-based portfolio management platform.
PRIMARY DUTIES AND RESPONSIBILITIES
Primary job duties and responsibilities include, but are not limited to the following: Develop, maintain, and improve upon an integrated master schedule for a large federal research portfolio. Manage 200+ active project schedules and consolidate them into a master schedule. Oversee project schedules and milestones, providing schedule support to program managers and stakeholders. Identify, analyze, and communicate scheduling concerns, risks, and issues in a timely manner. Support organizational strategy development and business process engineering efforts. Maintain project reporting and produce ad hoc scheduling and status reports as required. Produce schedule-based dashboards and reports, including Activity Reports, Overdue Exception Reports, and Milestone Reports. Participate in user testing activities for a PMO application, including test case development and application testing. Collaborate with program managers and stakeholders to identify and resolve schedule-related issues. Assist in preparing and updating the Project Management Plan (PMP) and related schedule documentation. Support quarterly reviews, strategic planning group meetings, and management council meetings. Complete ad hoc analysis and reporting tasks as directed.
MINIMUM POSITION REQUIREMENTS
Bachelor's degree in Business Management Minimum of 5 years of related experience in portfolio scheduling and business analysis. Minimum of 5 years of experience with research and development project lifecycles. Proven experience managing 200+ active schedules in a research and development environment and consolidating them into a master schedule. Proficiency in Microsoft Project and other project scheduling tools. Strong analytical and problem-solving skills. Excellent communication and presentation skills. Demonstrated experience with federal PMO practices. Ability to work effectively in a fast-paced and dynamic environment. Proficiency in Microsoft Office Suite. Ability to obtain a Public Trust Security Clearance Ability to work in the U.S. without sponsorship Must be available to work onsite in SE Washington, D.C.
DESIRED EDUCATION & SKILLS
Experience producing dashboard-based reports using web-based portfolio management tools. Familiarity with Earned Value Management (EVM) principles. Experience supporting Agile/Scrum project environments. Knowledge of transportation research programs or similar federal research portfolios.
