POSITION SUMMARY
The SPLOST Project Manager is responsible for overseeing assigned construction projects and related activities. This role ensures that projects run smoothly by coordinating tasks, providing important updates and information to stakeholders, and making sure all services are carried out according to established guidelines and standards.
MINIMUM REQUIREMENTS EDUCATION
Bachelor's degree in Engineering, Architecture, or Building Construction
CERTIFICATION/LICENSE
Project Management Professional certification classes Criminal Justice Fingerprint Background Clearance
WORK EXPERIENCE
Seven (7) years' experience in construction project management
KNOWLEDGE, SKILLS, & ABILITIES
Skills-based Competencies Required to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: applying pertinent codes, policies, regulations and/or laws; communicating with diverse groups; operating equipment used in building construction including blueprints, specifications etc.; preparing and maintaining accurate records; and planning and managing projects. Knowledge-based Competencies Required to perform advanced math; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: construction trades, codes, blue prints, cost estimating, CPM scheduling, and construction management. Ability-based Competencies Required to schedule a significant number of activities, meetings, and/or events; often gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using defined methods. Ability is also required to work with a diversity of individuals and/or groups; work with a variety of data; and utilize job-related equipment. Problem solving is required to analyze issues and create action plans. Problem solving with data requires independent interpretation of guidelines; and problem solving with equipment is moderate. Specific ability based competencies required to satisfactorily perform the functions of the job include: adapting to changing work environment and/or priorities; adhering to safety practices; being attentive to details; meeting deadlines and schedules; working with frequent interruptions; and working under time constraints.
ESSENTIAL DUTIES
Coordinate construction-related activities (renovations, inspections, meetings, permitting, insurance claims, project close-out) to ensure projects are completed per contract and with minimal disruption. Develop program requirements for maintenance, repair, and modification projects (schedules, cost analysis, permits) to guide architects, contractors, and construction management firms in contract selection and awarding. Direct project support staff (construction managers, architects, engineers) to ensure projects are completed on time, within specifications, and to the required quality. Evaluate potential sites and assess the condition of existing systems to determine necessary construction and renovation requirements. Maintain project-related documents, files, and records (material samples, communications, publications) to ensure up-to-date references and compliance with guidelines. Monitor project activities (costs, schedules, budgets, change orders) to ensure projects meet district objectives, stay within budget, and comply with timeframes. Prepare written materials (contracts, budgets, bid invitations, schedules) to document project activities and convey necessary information. Recommend procedures or actions on construction-related issues to support decision-making within the district's construction program. Respond to inquiries from staff, inspectors, contractors, and the public to provide information and resolve project-related questions. Review all aspects of construction (interior, exterior, electrical, roofing) to ensure compliance with plans, specifications, and local codes. Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit
