Position Summary Brock-Civil is seeking an experienced Project Manager to lead the planning, execution, financial performance, and successful delivery of heavy civil construction and site development projects. This role is responsible for managing multiple projects simultaneously, with a primary focus on residential land development and select mixed-use, commercial, and industrial projects. The Project Manager serves as the operational leader for assigned projects, overseeing preconstruction activities, estimating, contract administration, project controls, budgeting, scheduling, and client relationships. This individual directly manages and mentors Jr. Project Engineers while partnering with Superintendents, Estimators, subcontractors, and ownership groups to ensure projects are delivered safely, on schedule, within budget, and in accordance with Brock-Civil's standards of excellence. Required Skills & Qualifications Strong knowledge of heavy civil construction and site development operations. Advanced understanding of grading, utility installation, storm drainage, erosion control, paving, and infrastructure construction. Demonstrated expertise in project budgeting, forecasting, scheduling, and cost control. Experience reviewing and negotiating construction contracts and subcontract agreements. Strong estimating and quantity takeoff capabilities. Proficiency with Agtek, Bluebeam, Trimble Bid2Win, and Trimble Vista. Strong financial acumen and ability to analyze project performance metrics. Exceptional communication, negotiation, and relationship management skills. Ability to lead multiple projects and teams in a fast-paced environment. Strong organizational, analytical, and problem-solving abilities. Preferred Skills Experience working with residential developers and master-planned communities. Knowledge of municipal permitting and land development processes. Experience with mixed-use, commercial, and industrial site development projects. Familiarity with lean construction principles and process improvement initiatives. Experience managing self-perform operations. Knowledge of Georgia site development regulations and permitting requirements. Education & Certifications Required:
Bachelor's Degree in Construction Management, Civil Engineering, Engineering Technology, or related field. Preferred:
Professional Engineer (PE) license. Certified Construction Manager (CCM). OSHA 30-Hour Certification. Project Management Professional (PMP). Additional certifications related to estimating, project controls, or heavy civil construction. Experience • 7-12+ years of progressively responsible experience in heavy civil construction, site development, or land development. Minimum of 3-5 years in a Project Manager or equivalent leadership role. Demonstrated experience managing residential site development projects. Proven success overseeing grading, utilities, storm drainage, roadway, and infrastructure projects. Experience supervising project engineers, field personnel, and subcontractors. Project Leadership & Execution Lead all phases of site development projects from preconstruction through closeout. Manage multiple heavy civil and land development projects simultaneously. Develop and maintain project budgets, schedules, forecasts, and work plans. Coordinate with Superintendents to ensure field operations align with project objectives. Monitor project performance, identify risks, and implement corrective actions when necessary. Ensure projects are executed according to Brock-Civil's "Plan / Protect / Produce" philosophy. Oversee project closeout activities, punch list completion, and final documentation. Estimating & Preconstruction Prepare, review, and validate estimates for grading, utilities, erosion control, storm drainage, paving, and other site development scopes. Perform quantity takeoffs and evaluate project plans and specifications. Develop conceptual budgets and cost analyses during land acquisition and project planning phases. Review subcontractor and supplier pricing to ensure competitive and accurate bids. Participate in bid strategy development and project pursuit efforts. Collaborate with estimating teams to improve pricing accuracy and estimating processes. Contract Administration & Risk Management Review, negotiate, and administer owner contracts, subcontract agreements, purchase orders, and vendor agreements. Ensure contract terms align with company objectives and project requirements. Manage change orders, claims, requests for information (RFIs), and contract modifications. Identify contractual and operational risks and proactively implement mitigation strategies. Maintain complete and accurate project records and documentation. Financial Management Develop and manage project budgets, cash flow forecasts, and cost controls. Review monthly cost reports and analyze budget variances. Approve invoices, subcontractor pay applications, and project expenditures. Ensure timely billing and collection activities. Drive profitability through proactive project management and cost containment. Client & Stakeholder Relations Serve as the primary point of contact for owners, developers, consultants, municipalities, and other project stakeholders. Build and maintain strong client relationships through exceptional service and communication. Conduct project meetings and provide regular status updates. Resolve project issues professionally and efficiently while protecting company interests. Support business development efforts through relationship building and repeat client engagement. Team Leadership & Development Directly supervise and mentor Jr. Project Engineers and other assigned project staff. Provide coaching, training, and professional development opportunities. Delegate project responsibilities while maintaining accountability for project outcomes. Foster a culture of collaboration, ownership, accountability, and continuous improvement. Assist in recruiting, onboarding, and developing future project management talent. Technology & Process Improvement Utilize and champion construction technology solutions to improve efficiency and project visibility. Maintain advanced proficiency in:
