They need to have Program Management experience, a PMP. Here's some additional information from the draft PWS The contractor shall identify a PM to serve as the Government's primary POC. The PM is required to provide overall leadership and guidance for all contractor personnel assigned to the TO. The PM shall be on-site at SOCPAC Headquarters in Camp Smith, HI. Responsibilities include assigning tasks to contractor personnel, supervising ongoing technical efforts, and managing overall TO performance. The PM is responsible for the effective and efficient management and execution of the TO, including both technical performance and business processes. The PM shall have the authority to make decisions for the contractor's organization in response to Government issues and concerns. The PM shall proactively alert the Government to issues that may have potential contractual, programmatic, or resource impact or implications. The PM shall be required to travel to other CONUS and OCONUS locations.

Requirements:

A minimum of ten years of experience planning, directing, coordinating, and managing the contractor's proposed methodologies and approach for a program similar in scope and complexity to this TO. A minimum of ten years of experience managing performance-based projects and/or programs with multiple OCONUS performance locations. Project Management Professional or Program Management Professional (PMP) certification. A minimum of five years of experience working in roles within or with countries within the
