About the
Manages assigned design and construction projects.
Coordinates with the Engineering Team to manage and monitor project design progress; Performs construction contract inspection on an almost daily basis;Works with landowners to secure rights of entry, prepares project designs, prepares scopes of work and construction cost estimates, maintains construction activity records, verifies pay requests and reconciles contract cost; Maintains an inventory of facilities and maintenance needs for budget development.
Provides technical support on reopening and plugging leaking wells and remediating contaminated sites;Prepares contracts for services to clean up Orphan Well program projects. Ensures contract conditions are followed;Manages grant programs and assist with grant applications and reporting requirements.
Coordinates permitting activity related to the Indiana Flood Control Act, the Indiana Floodplain Management Act, and the Indiana Dam Safety Act, including provisions for low-head dams. Assists Division leaders and staff on database development and maintenance and other project management systems.
Coordinates with permit applicants, external stakeholders, dam owners and other interested citizens regarding the Division's programs.
Creates construction record of all activity and pay quantities and pay estimates on the project. Creates and negotiate change orders. Prepares documentation related to contractor claims for additional payment. Attends meetings, workshops and/or conferences related to construction. Completes additional tasks as they relate to the position.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

Thorough knowledge of principles of engineering, construction technology, agronomy, forestry, water and wastewater operations, geology and hydrologyWorking knowledge of state and federal laws regulating restoration and the health and safety requirements for active construction areas and environmental hazards Broad knowledge of environmental protection principles, practices, theories, and regulationsSpecialized knowledge of passive treatment wetland systems, surface and groundwater chemistry, and of applicable laws and regulations;Broad knowledge of engineering, agronomy, biology, forestry, geology, and hydrology principles as they relate to the construction siteBasic knowledge of sample analysis and interpretation as it relates to program areaWorking knowledge of well field testing and well operating specificationsWorking knowledge of reclamation techniquesKnowledge and expertise in GIS softwareAbility to communicate technical information effectively both orally and in writing to non professionals, and create professional quality reports and publicationsAbility to interpret engineering plans and specifications and apply to field conditionsAbility to communicate technical information effectively both orally and in writing and create professional quality reports and publicationsAbility to deal with the public, perform in a professional manner, and make sound recommendations under stressful conditionsAbility to organize quantitative information, including financial and scientific dataMust maintain a valid driver's license to complete assigned duties and responsibilitiesA degree is not required. However, at least 4 years of experience applying the outlined knowledge, skills, and abilities gained in natural resources, physical/biological/geological/environmental sciences, project management, public affairs, public administration, civil engineering or construction management or similar setting/field may be considered.
