This position serves as the primary assistant to the District 03 Program Delivery/Design Engineer, performing all necessary functions to support the delivery of programs and projects managed by the District. While the role is independent in nature, work is performed under the direct supervision of a licensed professional engineer. Minimum Qualifications Possession of a high school diploma or GED plus four years of sub-professional engineering experience, one year of which must have been in a position equivalent or higher in scope of responsibility and/or complexity of work performed to an Engineering Technician 4 in state service plus two years of experience in architecture, construction management, engineering or project management for transportation/public works structures; OR A current Project Management Professional (PMP) certificate issued by the Project Management Institute; OR A bachelor's degree in an architecture, construction, industrial or engineering field plus two years of experience in architecture, construction management, engineering or project management for transportation/public works structures. Job Duties and Other Information Job Duties:
Project Administration Administers all aspects of multiple transportation projects, maintaining full accountability for scope, schedule, and budget from initiation through construction. Assigns projects during pre-construction and serves in a facilitation and coordination role alongside the assigned Construction Project Engineer during the construction phase. Coordinates DOTD staff across multiple disciplines, including Road Design, Bridge Design, Environmental, Real Estate, and Utilities. Program Support & Tracking Serves as the primary assistant to the District 03 Program Delivery/Design Engineer. Prepares reports using Excel, LaGov, and Site Manager; coordinates with Project Managers; and tracks projects from inception through closeout. Prepares budget requests and manages project timelines in CAPPs, P6 Software, and Project Systems to ensure milestones accurately reflect current status. Routinely informs supervisory personnel of issues affecting project timelines. Coordination & Plan Review Coordinates plan reviews with DOTD sections, ensuring sponsors and consultant engineering firms address all comments. Distributes plans to relevant sections (including Real Estate, Environmental, Landscaping, Electrical, Mechanical, Bridge Design, Traffic Services, and Construction). Responsible for processing approved design plans, technical specifications, cost estimates, and relative project documentation through the DOTD system for letting. Preparation of Plan Packages & Specifications Assists the Program Delivery/Design Engineer in preparing and reviewing plans and specifications for programs including, but not limited to, Pavement Preservation (Non-Interstate, National Highway System, Interstate, Preventative Maintenance, Transportation Systems Management, and Bridge Preservation), Urban Systems, Safety, Roadway Flooding, and Letter Bid/Maintenance Contracts. Consultant Contract Management Prepares, negotiates, and oversees consultant service contracts related to the State Transportation Improvement Program (STIP). Reviews and evaluates designs prepared by consultants or sponsors to ensure they conform to Federal and DOTD design policies. Performs other duties as necessary, including, but not limited to, emergency and disaster support.
