Position Summary The Capital Projects Manager is responsible for managing the successful completion of preservation funded projects, capital projects as well as managing project management vendors directly supporting the school district. Ultimately, this individual will be expected to monitor, supervise and evaluate all capital project activities while liaising with other members of the NOLA-PS team, especially the procurement and finance team. Project Management Provides project management of preservation funded repairs, replacements, and improvements; Provides project management support for warranty claims; Manages all associated vendors and professional service providers for assigned projects; Provides project management support for district wide facility special projects and ongoing non preservation funded projects as needed; Provides support for facility emergencies and emergency preparedness needs; Ensures all charter operators impacted by repairs or replacements are properly communicated to and the Capital Project Manager provides overview of construction impacts and expectations; Ensures all projects are completed timely and within budget Schedule and Budget Working with Purchasing to procure the project within the budget and in accordance with all purchasing laws, Board policies, and regulations; Managing the construction process; Works with stakeholders to develop project scope, schedules, and budgets for assigned projects and monitoring progress to meet scope, schedule and budget requirements; Drafts contracts with designers for legal review, managing the design process, and reviewing plans for constructability and coordination Capital Planning Analysis Identifying, documenting, and securing approval for necessary changes in scope; Assisting the Executive Director of Capital Improvements in planning, directing, supervising, and controlling the execution of technical, fiscal, and administrative functions of the project or study; Assisting in determining the technical skills and staff hours required for successful completion of the project; Ensuring that end-user criteria and scope are met by all design disciplines; Documenting and distributing minutes for all discussions/meetings between OPSB and the designer(s), contractor(s), and all other involved parties for the project; Preparing technical reports and documentation of activities for project management; andObtaining, analyzing, and circulating technical and contractual information to project disciplines; and Performs other responsibilities associated with this position as may be appropriate. Other Knowledge, Skills or Abilities Familiar with and capable of managing the design process and reviewing plans for compliance with standards, budget and program; Familiar with the design and construction process for buildings; Knowledge of educational projects would be preferred; Good written and oral communication skills; Bi-Lingual in Spanish/English encouraged but not required; Computer literate and have a working knowledge of project management software tools, as well as MS Word, MS Excel, and MS PowerPoint; Excellent verbal and written communication skills, including the ability to effectively communicate with internal and external customers; Ability to work independently and to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices; Must be able to work under pressure and meet deadlines, while maintaining a positive attitude and providing exemplary customer service; Passionate about implementing creative solutions and demonstrating the effectiveness through measurable outcomes; Thrives in a dynamic, fast paced environment, and who has strong project management skills and great execution; Strong sense of urgency and excellent attention to detail; Education and Experience A bachelor's degree in Engineering, Architecture, Construction Management, or similar degree is preferred 3-5 years of related field experience; more than 10 years of a broad general construction background is preferred. Performance Evaluation The employee will be evaluated based on the above position using either two methods: via COMPASS or a NOLA-PS evaluating instrument. If the employee holds an Educational Leadership certification, he/she will be evaluated via COMPASS to ensure renewal of certification.
