The project involves planning, coordinating, and supporting activation activities for a new approximately 98,000 square foot, 60-bed residential rehabilitation and treatment facility intended to be operational by Day One clinical services. The Activation Project Manager will serve as the primary project lead responsible for integrating project management, schedule control, stakeholder coordination, risk management, change management, interior design/FF&E coordination, acquisition planning support, and activation readiness activities. This role requires direct experience managing healthcare space-related projects and supporting IOT&A efforts for complex healthcare facilities. The ideal candidate understands how to translate design, construction, equipment, procurement, logistics, and operational requirements into an integrated activation plan. This position will coordinate closely with VA leadership, the Contracting Officer's Representative, the VA Activation Team, CFM/Resident Engineer, lessor/building contractor representatives, Interior Design, OIT, Logistics, Biomedical Engineering, Supply Chain, clinical stakeholders, and other Integrated Project Team members.
Key Responsibilities:
Lead day-to-day execution of IOT&A project management services, ensuring all assigned tasks, deliverables, meetings, schedules, reports, and coordination activities are completed accurately and on time. Develop, maintain, and manage the Activation Integrated Master Schedule (AIMS), integrating activation activities with the construction schedule, VA information technology schedule, procurement milestones, design submittals, long-lead items, building occupancy milestones, installation windows, and Day One readiness requirements. Track schedule dependencies, Government suspense dates, contractor need-by dates, procurement lead times, design decision deadlines, and milestone impacts that may affect activation readiness. Support the establishment and management of the Integrated Project Team (IPT), including development of the IPT Charter, stakeholder roles and responsibilities, meeting structure, issue escalation pathways, and decision-tracking processes. Facilitate and participate in project meetings, user group meetings, design/construction coordination meetings, activation meetings, and milestone-driven site visits as required by the project and directed by the COR. Coordinate meeting agendas, document decisions, track action items, and ensure meeting outcomes are reflected in the appropriate project-control tools, including schedule, risk log, change log, room content data, and acquisition planning records. Maintain project documentation and deliverables in the Government-provided SharePoint/OCAMS environment, ensuring project data is accurate, current, traceable, and aligned with contract requirements. Oversee project-control functions including the Work Breakdown Structure, Risk Management Plan and Log, Change Management Plan and Log, deliverable tracker, project status reporting, and lessons learned documentation. Identify project risks related to schedule, cost, scope, FF&E coordination, acquisition planning, construction dependencies, stakeholder decisions, OIT/Biomedical requirements, logistics, and Day One readiness. Coordinate change management for user or stakeholder requests that may affect equipment lists, layouts, infrastructure, utilities, cost, schedule, or operational readiness. Ensure changes are documented, evaluated, and routed through the approved Government process before implementation. Coordinate closely with design, FF&E, equipment planning, and acquisition support personnel to ensure room content validation, FF&E layouts, cut sheets, acquisition planning data, and procurement milestones remain aligned. Support acquisition planning by ensuring validated room content, long-lead item needs, package grouping assumptions, and procurement timing are reflected in the project schedule and reporting. Prepare and submit Monthly Project Status Reports that summarize work completed, milestone status, schedule changes, risks, changes, meetings, action items, staffing updates, lessons learned, and acquisition/procurement status as applicable. Support quality control of project deliverables before submission to the Government, ensuring documents are complete, accurate, coordinated, and responsive to PWS requirements. Coordinate with corporate leadership and project team members to resolve resource issues, performance concerns, schedule conflicts, or technical challenges that could affect project delivery.
Required Qualifications:
Minimum of seven years of experience as a Project Manager acting in a lead role over healthcare space-related projects. Minimum of five years of experience supporting initial outfitting, transition, and activation of healthcare facilities. Demonstrated experience with healthcare infrastructure, clinical operations, facility activation, occupancy planning, or operational readiness. Experience managing multidisciplinary teams involving design, FF&E, equipment planning, procurement/acquisition support, logistics, construction coordination, IT/OIT, biomedical engineering, and clinical stakeholders. Experience developing or managing integrated master schedules, activation schedules, project controls, risk logs, change logs, action item trackers, and project status reports. Experience leading stakeholder meetings, user group coordination, and Integrated Project Team activities. Ability to manage project data in SharePoint, Microsoft Project, Excel, Teams, or similar project management and collaboration platforms. Strong understanding of how design, construction, procurement, installation, training, testing, and operational readiness activities affect healthcare activation schedules. Strong written and verbal communication skills, including the ability to brief Government stakeholders, document decisions, and produce clear project reports. Ability to work independently in a non-personal services environment while coordinating effectively with Government representatives and project stakeholders.
Preferred Qualifications:
Prior Department of Veterans Affairs, Department of Defense, or other Federal healthcare project experience. Experience with VA activation projects, IOT&A contracts, FF&E planning, room content validation, acquisition planning, or healthcare facility transition planning. Familiarity with VA SharePoint/OCAMS activation tools, VA procurement/acquisition processes, VA furniture/equipment planning requirements, and VA healthcare facility activation practices. Project Management Professional (PMP), Certified Healthcare Constructor (CHC), Lean Six Sigma, or similar project management/healthcare credential. Experience supporting residential treatment, behavioral health, rehabilitation, inpatient, outpatient, or specialty clinical environments.
Work Location and Travel:
This position will support work in the Greater New Orleans area, with a combination of remote project management and onsite participation as required. Daily onsite attendance is not expected throughout the full period of performance; however, onsite presence will be required for design meetings, user group meetings, activation-related activities, site visits, and milestone-driven coordination as directed by project needs. Candidate must be able to complete required VA background investigation, credentialing, badging, and PIV/access requirements as applicable. New personnel may not begin work until required security requirements are completed and accepted by the Government.
