Essential Job Functions:
This position is responsible for the successful completion of Information Technology (IT) projects. The project lifecycle must be followed to facilitate project initiation, planning, execution, monitoring and control, and project closure.

This position is responsible for creating and maintaining project artifacts, such as charter, schedule, risk register, status reporting, project acceptance criteria, and lessons learned. Requirements identification, issues management, and solution validation are also mandatory skills. This position will manage both business-facing and internal JIS projects. Based on workload capacity, additional ad-hoc IT projects will be assigned as needed
Essential Duties and Responsibilities:
Project ManagementCreate and maintain the following project artifacts:

Charter/Scope StatementStakeholder Management and Communication PlanVendor ManagementProject ScheduleRequirements Document and Traceability MatrixRisk /Issues LogTest Plan & Acceptance PlanDeployment/Launch PlanMeeting Agendas & MinutesProject Status ReportsCreate and define the business case justification for the IT projects.

Create and maintain the Project Management Plan (PMP) and work breakdown structure (WBS).Schedule and facilitate project and status meetings.

Determine and isolate issues and risks to determine source of issue/risk, impact to project, resources required for resolution and actively track progress and status.

Maintain and update risk register. Determine the probability and impact of all risks. Develop risk contingency, mitigation or avoidance options.

Respond to calls from court users, JIS staff both technical and non-technical requiring assistance.

Maintain expert level knowledge and skills relative to the JIS Systems Development Life Cycle (SDLC) and the Project Management Office (PMO) templates.

Work in partnership with the project team, JIS technical teams and the vendors.

Proficient with software implementation strategies to include:

Commercial-Off-The-Shelf (COTS)In-houseSoftware as a Service (SaaS)Cloud computingMonitor and Control Project WorkTrack all project performance against any performance metrics.

Monitor and control project scope, costs, and schedule.

Take into consideration stakeholder risk aversion during the review processes.

Provide monthly updates to the PPM portfolio system with the status of assigned projects focusing on schedule and risk.

Create gap analysis that compares gaps between the ?as is? and the ?to be? systems.

Monitor, control and communicate system outages because of the project to JIS internal teams, court staff and other impacted users using the JIS enterprise communications process.

Perform vendor management by monitoring and controlling vendor activities against contractual requirements.

Consistently reviews the change management report to determine if a planned change will impact project work activities and scheduled completion dates.

Coordinate change request approval with court SMEs, stakeholders and JIS staff.

Stakeholder and Relationship ManagementMaintain holistic view of stakeholders/business owners? functional duties to understand impact of dependent/inter-related business functions.

Determine how the project meets the business needs and strategic objectives of the Judiciary.

Develop project acceptance criteria and obtain stakeholder sign-off on project acceptance.

Create Functional Requirements Document (FRD), Use Cases and Requirements Traceability Matrix (RTM).Lead the matrix formed project teams responsible for implementing system requirements by defining and analyzing system problems.

Schedule, lead and facilitate requirements gathering and identification meetings.

Maintain quality control for all projects to ensure the products meets specifications and requirements of the customers by controlling and validating the quality of the project outputs.

Provide Portfolio and Project Management Manager with bi-weekly status report using the standard templates.

Defines system problems by conferring with the project team, business owners, stakeholders, and Subject Matter Experts (SMEs).Performs an evaluation of processes, workflow and procedures.

Ensures the proposed IT solution is fully tested.

Create lessons learned document.
Minimum Qualifications:
Education:
Bachelor's Degree from an Accredited College or University.
Experience:
Five (5) years of professional experience in establishing project scope, creating project schedules, monitoring budgets, assessing project risks, creating business process automation, system development, conducting data quality analyses, or configuring and implementing.
Preferred:
Project Management (PMP) certification.
Note:
Additional related work experience as defined above may be substituted on a year for year basis for up to (4) years of the required education
Knowledge, Skills, and Abilities:
Knowledge of:
Standards and guidelines relative to SDLC. The Project Management Body of Knowledge (PMBOK). Skill in: Managing complex IT projects (e.g., system migration, data conversions, implementations, software development, third party implementations). Organization and effectively tracking multiple projects, requirements, action items, and following through to task closure. Business process analysis. Detail-oriented competences. Data review and data migration. Oral and written communication. Utilizing standards and guidelines relative to SDLC. Ability to: Work in a matrixed organization to align resources toward project deliverables. Translate technical concepts into business terms. Work on multiple projects and objectives.
Physical Requirements:
Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
Equipment, Machinery and Tools:
Personal computer and/or laptop and cell phone. The personal computer and/or laptop are used daily to read and respond to emails, document project status, track costs, communicate with team and stakeholders. The phone is used to participate in conference calls and contact stakeholders or team.
Software and Computer Skills:
Microsoft Suite (Word, Excel, Visio, Outlook, OneNote, Teams) ? create project documentation, track project costs, create system diagrams, schedule meetings and maintain calendar. Adobe ? /Edit documents SharePoint ? Collaborate/Analyze work ServiceNow - Work incidents and document the fix. Track work. Create/run team reports. Utilize as a tool to research previous fixes.
