This role oversees all phases of federal construction projects, including estimating, project startup, scheduling, procurement, RFIs, submittals, invoicing, contract administration, cost control, quality assurance, safety compliance, project documentation, closeout, and client relations. Work hours are generally Monday-Friday, 7:30 a.m. to 4:00 p.m., with occasional evening or weekend work during peak periods. Limited travel throughout the DC Metropolitan area may be required for meetings and project coordination. Responsibilities The Project Manager is responsible for overseeing the planning, execution, and closeout of design-build and bid-build construction projects.
Key responsibilities include:
Manage all phases of project delivery, including estimating, negotiations, contracting, procurement, construction administration, financial oversight, and closeout. Coordinate with owners, architects, engineers, subcontractors, and stakeholders to define project requirements, maintain client satisfaction, and resolve issues promptly. Obtain and manage permits, regulatory approvals, and project compliance requirements. Conduct site visits to monitor safety, quality, cleanliness, schedule adherence, and overall project performance. Prepare and manage cost estimates, proposals, change orders, and project budgets. Develop and maintain CPM project schedules using Primavera P6 or Microsoft Project. Track schedule impacts, manage critical path activities, and support time extension documentation when required. Coordinate short-term look-ahead schedules with field leadership and superintendents. Manage subcontractors, vendors, and self-performed work to achieve project goals related to cost, schedule, and quality. Negotiate contracts, subcontracts, and purchase orders. Identify project risks early and implement practical solutions. Lead project meetings, maintain meeting documentation, and communicate progress updates to stakeholders. Maintain project controls, including submittal logs, change order tracking, and documentation management. Manage project financials, owner requisitions, vendor payments, and contract compliance. Ensure compliance with contract requirements, safety standards, environmental programs, and applicable regulations. Oversee project closeout activities, including substantial completion documentation and turnover packages. Support collaboration with internal departments including Accounting, HR, and Operations. Participate in professional development, industry events, and networking opportunities. Core Competencies Construction Management Strong understanding of construction methods, scheduling, estimating, procurement, and cost control. Experience managing commercial, institutional, or industrial construction and renovation projects. Ability to create and manage CPM schedules and mitigate schedule impacts. Knowledge of subcontractor coordination, change management, and project execution strategies. Organization & Detail Management Highly organized with strong attention to detail and documentation accuracy. Ability to prioritize competing deadlines and manage multiple projects simultaneously. Effective use of technology and software to track schedules, budgets, and project information. Problem Solving & Communication Strong analytical, mathematical, and critical thinking skills. Ability to identify issues proactively and resolve them efficiently. Effective communicator with strong leadership, collaboration, and interpersonal skills. Qualifications Bachelor's degree in Engineering, Construction Management, or a related field with 4-7 years of experience working for a commercial or industrial general contractor; or 10+ years of directly related experience in lieu of a degree. Experience managing subcontracted and self-performed construction work. Working knowledge of construction means and methods for commercial, institutional, or site development projects. Proficiency in Microsoft Office and construction-related software platforms. Experience with federal or government contracting preferred. Current OSHA 30, First Aid, and CPR certifications preferred. Current USACE/NAVFAC CQC
certification preferred. Professional certifications such as Associate Constructor (AC), Certified Professional Constructor (CPC), or Professional Engineer (PE) are a plus. Ability to lift up to 50 pounds and navigate active job sites, including stairs and ladders. Valid driver's license with an acceptable driving record.
