This position leads high-priority initiatives that strengthen organizational performance, accountability, and service delivery. The Project Manager conducts independent reviews and assessments to identify risks, uncover performance gaps, and evaluate compliance with regulatory and policy requirements. The position requires coordinating cross-functional teams, aligning initiatives with strategic priorities, and delivering measurable results, while performing root-cause analysis through data review and stakeholder interviews to diagnose performance challenges, synthesize findings, and present clear, actionable recommendations to senior leadership. Essential Functions Lead and manage enterprise-wide strategic initiatives that improve organizational performance, accountability, and service delivery Facilitate stakeholder engagement sessions, workshops, and working groups to build consensus and drive accountability Develop project charters, workplans, timelines, performance metrics, and status reporting tools to monitor initiative progress Conduct independent reviews and operational assessments to identify performance gaps, compliance risks, and opportunities for improvement Perform root-cause analysis using quantitative data, qualitative research, and stakeholder interviews to diagnose operational challenges and develop actionable recommendations Compiles and analyzes peer water utility data to benchmark performance, identify best practices, and assess opportunities for implementation at WSSC Water Prepare and deliver high-quality executive briefings, reports, and presentations that communicate findings, risks, and recommendations to senior leadership and governing bodies Track performance metrics and key performance indicators (KPIs) to assess initiative effectiveness and sustainability of implemented solutions Performs special projects as assigned by the Division Manager Other Functions Provides support in the development, implementation, facilitation and review of WSSC Water's strategic priorities Assists with conducting special program evaluations and cost-benefit assessments of various organizational sections within WSSC Water functions at the direction of the Division Manager Coordinates with staff from all WSSC Water Departments to provide access to key data and reporting systems, and facilitate the development of analytics, dashboards, and other data reporting tools Represents Division Manager, Performance & Accountability at meetings as requested Assists in managing professional services contracts in support of Performance & Accountability Trains Performance & Accountability Office analysts on data collection, analysis, process improvement, and/or project management Performs other related duties as assigned Work Environment And Physical Demands Business casual office environment Required Knowledge, Skills, And Abilities Strong knowledge of project management methodologies and tools (e.g., Agile, Scrum, Waterfall) Experience with data analysis, performance measurement, and reporting Exceptional communication, problem-solving, and stakeholder management skills Ability to manage multiple projects simultaneously in a fast-paced environment Experience working in government, non-profit, or public sector environments is a plus Strong written and verbal communication skills including the ability to communicate complex analysis to a non-technical audience Ability to gather, compile and analyze research data in a variety of formats Ability to respond to information requests quickly and on short notice Ability to work effectively both independently and within a team environment Ability to maintain state-of-the-art technical skills Ability to work in a fast-paced environment, set priorities and meet deadlines Exhibit organizational skills and be detail-oriented Strong interpersonal skills Strong statistical analysis skills Strong attention to detail and ability to work in a collaborative setting Minimum Education, Experience Requirements Bachelor's degree 7+ years experience in project management, performance management, risk management, or audit-related fields OR High School diploma or equivalent 11+ years experience in project management, performance management, risk management, or audit-related fields Additional Requirements Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter Preferences Project Management Professional (PMP) certification or equivalent is a plus Background in risk management and audit processes Experience in consulting or advisory roles, particularly in organizational performance, risk management, or strategic initiatives, is a plus Salary $96,038 - $163,523 Posting Detail Information EEO Statement WSSC Water is an Equal Opportunity Employer.
