Senior Project Manager

We are seeking an experienced Project Manager to lead delivery of a large-scale enterprise modernization initiative involving replacement of a legacy mainframe-hosted Information System with a modern cloud-hosted platform supporting critical operational, billing-related, and customer-facing business functions. The Project Manager will provide overall leadership, governance, stakeholder coordination, delivery oversight, risk management, and operational transition management throughout the modernization lifecycle. The ideal candidate will possess strong experience managing complex enterprise application modernization projects involving cloud migration, system integration, data migration, testing coordination, production deployment, and operational stabilization within regulated or mission-critical environments. Key Responsibilities

• Serve as the primary point of contact for project delivery, governance, and stakeholder coordination activities.
• Lead overall project planning, execution, scheduling, resource coordination, and milestone management activities.
• Manage delivery of phased modernization activities including discovery, architecture, development, migration, testing, deployment, and post-production stabilization.
• Coordinate cross-functional teams including architecture, development, integration, migration, testing, cloud engineering, and operational support personnel.
• Facilitate weekly project status meetings, executive briefings, governance reviews, and steering committee sessions.
• Develop and maintain project schedules, work plans, risk registers, issue logs, action-item tracking, and delivery metrics.
• Manage project risks, dependencies, escalation activities, and issue resolution processes.
• Coordinate User Acceptance Testing (UAT), production readiness reviews, cutover activities, and deployment planning.
• Ensure alignment between technical delivery activities, operational priorities, contractual requirements, and stakeholder expectations.
• Support change-control governance, scope management, and delivery accountability throughout the project lifecycle.
• Coordinate with external system owners, business stakeholders, SMEs, and operational teams supporting enterprise integrations.
• Oversee post-production stabilization and hypercare support activities following go-live. Required Qualifications
• Bachelor s degree in Information Technology, Computer Science, Engineering, Business, or related field.
• Minimum 10 years of experience managing large-scale enterprise IT projects or modernization initiatives.
• Minimum 5 years of experience managing enterprise application modernization or cloud transformation efforts.
• Experience managing fixed-price enterprise modernization projects involving multiple stakeholders and system integrations.
• Strong experience with Agile, hybrid Agile, or iterative delivery methodologies.
• Experience managing enterprise system integration, data migration, testing, and deployment activities.
• Strong understanding of SDLC, governance processes, risk management, and operational transition activities.
• Experience managing stakeholder communication and executive reporting within complex enterprise environments.
• Excellent leadership, communication, organizational, and coordination skills. Preferred Qualifications
• PMP certification.
• Experience supporting utility, public sector, billing, taxation, or enterprise operational systems.
• Experience with Microsoft Azure -hosted enterprise applications.
• Familiarity with DevSecOps and CI/CD delivery models.
• Experience supporting legacy modernization or mainframe replacement initiatives.
• Experience coordinating enterprise integration efforts involving GIS, billing, or customer systems.
