Job Title:
Project Manager Job Description The Project Manager oversees complex technical projects, including partial test cell and facility upgrades, equipment projects, and complete test cell initiatives. Reporting to the Director of Operations, this role manages all aspects of project implementation from planning through commissioning, while serving as the primary liaison among customers, internal teams, vendors, subcontractors, and installation personnel across both domestic and international locations. Responsibilities Oversee projects including partial test cell and facility upgrades, as well as equipment-focused projects, ensuring they meet scope, schedule, budget, and quality objectives. Assist other Project Managers with full lifecycle oversight of complete test cell projects, including building construction, manufacturing, installation, integration, and acceptance testing of both in-house and third-party equipment. Coordinate and manage communication between the customer, internal staff, vendors, subcontractors, installation personnel, and any other parties involved in building, installing, and commissioning the project. Lead financial management activities for assigned projects, with support from the Finance Department, including budget tracking, cost control, and financial reporting. Manage contract-related activities and maintain strong customer relationships throughout project implementation. Handle local issues at both foreign and domestic installations, including arranging housing and local transportation for project personnel, managing local procurement, and overseeing local office logistics as needed. Actively contribute to a culture of continuous improvement by identifying opportunities to enhance methods, processes, and procedures, and by implementing approved improvements. Prepare and issue Purchase Order Requisitions and develop Contract Change Requests and Change Registers to document and control scope and cost changes. Prepare and issue Customer Invoice Requisitions in a timely and accurate manner. Participate actively in design reviews and other internal and external project meetings, providing input on engineering, construction, schedule, and risk considerations. Integrate project management knowledge areas such as scope, quality, time, cost, communication, and risk management into day-to-day project execution. Monitor project progress across multiple activities and stages, proactively addressing issues and risks to keep projects on track. Ensure that all project deliverables meet quality standards by demonstrating accuracy, thoroughness, and consistent follow-through. Essential Skills Bachelor's degree in Engineering, Architecture, Economics, Project Management, or a related field, or 7+ years of closely related experience in lieu of a degree. Minimum of 15 years of work experience across engineering disciplines involved in project implementation. Demonstrated success managing large-scale, complex projects with multiple internal and external stakeholders. Strong project management skills, including planning, scheduling, budgeting, and risk management. Experience in construction and construction management, with familiarity in commercial construction practices preferred. Experience in engineering, such as mechanical engineering or related disciplines, supporting technical project oversight. Excellent contract and vendor management skills, including the ability to negotiate, monitor performance, and manage changes. Strong verbal and written communication skills, with the ability to be assertive yet approachable and to deliver a positive customer service experience. Solid organizational skills with the ability to manage multiple competing priorities in a fast-paced environment while maintaining close attention to detail. Proficiency with standard Microsoft programs, including Microsoft Project, Word, PowerPoint, Excel, and Outlook. Ability to integrate and apply project management knowledge areas, including scope, quality, time, cost, communication, and risk management, in day-to-day work. Proven ability to manage multiple activities in various stages of completion simultaneously. Strong customer focus and excellent interpersonal skills, with the ability to build and maintain productive working relationships. Willingness and ability to travel up to 50% of the time, both domestically and internationally, including trips that may last up to six weeks. Additional Skills & Qualifications Prior project management experience in the aero engine test cell business is highly desirable. Experience working with commercial construction documentation and processes. Demonstrated commitment to quality, including actively seeking opportunities to improve and promote quality and monitoring work to ensure standards are met. Ability to thrive in a growing organization that operates with the agility and responsiveness of a smaller company. Fluency in French, German, Arabic, Spanish, or Chinese is an advantage and supports effective communication on international projects. Work Environment This role operates in a mixed environment, spending time both onsite at customer locations and in an office setting. Onsite work may include visits to active construction areas, manufacturing facilities, and test cell installations, requiring comfort with industrial and technical environments. The position involves frequent domestic and international travel, sometimes for extended periods of up to six weeks, to support project implementation, coordination, and commissioning activities. Office-based work typically includes project planning, financial tracking, documentation, and virtual meetings using standard business software such as Microsoft Project, Word, PowerPoint, Excel, and Outlook. Job Type & Location This is a Contract to Hire position based out of New Brighton, MN. Pay and Benefits The pay range for this position is $55.00 - $65.00/hr.
