Job Description

Construction Project Manager II Salary Range:
$92,356.00 - $138,534.00 This is an exempt (salaried) position. Pay rates are based on education, skill, experience level and internal equity. Internal equity considerations include an assessment of the applicant's salary history and qualifications in comparison to the market rate and requirements for the job. Asset and Facility Management (AFM) provides master planning, space planning, architectural design, and construction administration services for the development of general government, detention, and Park & Recreation facilities. AFM is responsible for Mecklenburg County's property inventory through the acquisition and disposition of real property. AFM manages the maintenance of all County-owned buildings with the exclusion of Park properties. AFM provides a variety of assets and services to the support County agencies in carrying out their business functions.
These services include:
Position Summary This position will specifically manage park and greenway design and construction projects, including active and passive parks and greenways throughout the county. Applicants should be able to work independently within a complex team environment and be capable of open collaboration between design consultant teams, county personnel, general contractors, the public, and other stakeholders. Applicants should be well versed in park and greenway site design, construction, and related regulatory issues (PCCO, FEMA floodplain management, USACE wetlands, NCDENR and LEUSA water quality regulations, etc.). Essential Functions
  • Management of planning, design, and construction for parks and greenways
  • Fiscal management of County and outside grant funding
  • Team coordination & collaboration within both AFM and P&R
  • Stakeholder and public involvement
  • Ensuring regulatory compliance (PCCO, FEMA, USACE, NCDENR, LUESA, and code enforcement)
  • May supervise construction project managers, project managers or other positions in the engineering, environmental or maintenance job classes
  • Coordinate construction resources and track project progress against established timelines and schedules
  • Ensure work is completed on time, within budget, and to specification
  • Select, negotiate with, and coordinate the work of vendors and contractors
  • Responsible for material management and delivery scheduling tasks in support of assigned projects
  • Track project progress against milestones, budgetary guidelines, or other performance indicators and prepares and delivers reports to management
  • Inspect or review projects to monitor compliance with building and safety codes and environmental regulations
  • Investigate damage, accidents, or delays at construction sites to ensure that proper construction procedures are being followed
  • Develop or implement quality control programs and environmental protection programs
  • Meet with regulatory agencies and contractors to ensure permitting conditions and requirements for internal/external projects are considered in project scope, timeline, budget
  • Ensure that all necessary permits or licenses are obtained
  • Direct and oversee design professionals, construction or related workers; contract or oversee craft work, such as painting or plumbing
  • Act as a liaison between the client and project team members regarding changes or problems
Minimum Qualifications Experience:
Minimum of five years of related project management experience or training.
Education:
Bachelor's degree in Landscape Architecture, or Engineering. Combination of relevant education and relevant experience accepted. Licenses and Certifications
  • Requires Professional Landscape Architect (PLA) license or Professional Engineer (PE) license
  • Requires a valid North Carolina or South Carolina Driver's License
  • Requires County Driving Privileges
  • Annual Motor Vehicle Record (MVR) check required Preferred Qualifications
  • PLA or PE preferred
