Overview:
We are seeking a Portfolio Project Manager who will support our NYS client. This role will direct and oversee a portfolio of cross-functional MECM System and AMS development efforts, coordinating delivery across business, technical, security, testing, change management, and external trading partner workstreams. The PM Lead will support successful, on-time project delivery while maintaining project schedules, executive reporting, CMS status reporting, risks and issues, change requests, roadmap dependencies, and ePMO governance improvements.
Duties:
Direct and oversee multiple complex projects in a cross-functional environment, including Business Analysts, Developers, Technical Architects, Testers, Security, and Change Management professionals. Manage portfolio-level delivery for MECM System and AMS development efforts, including wave, release, roadmap, schedule, dependency, and critical path oversight. Collaborate with OHIP, Medicaid systems teams, DOS units, business users, Systems Integrator staff, and trading partners to coordinate project delivery and data exchange needs. Standardize project management practices, integrated project schedules, reporting processes, risks and issues management, and mitigation strategies across multiple projects. Produce monthly Executive Status Reports for OHIP leadership and monthly Project Status Reports for CMS, ensuring federal compliance, consistency, and accuracy. Review Systems Integrator project status reports and Risks and Issues Registers for accuracy, completeness, and required follow-up actions. Manage system change requests, including impact analysis related to scope, schedule, budget, service portfolio, release plans, and catalog updates. Maintain the overall program roadmap and cross-project dependencies for Wave 2, Releases 1.3 and 1.4, MSP Only, and future Waves 3 and 4. Serve as a first-level escalation point for matters impacting trading partners, business partners, third-party dependencies, release schedules, and project delivery milestones. Supervise Project Managers, assign projects, provide coaching, identify training needs, and oversee the work products of Systems Integrator staff. Conduct regular touchpoints across functional, testing, technical, security, privacy, and change management workstreams to support schedule alignment and issue resolution. Collaborate with DOS units on the establishment of a DOS ePMO by providing recommendations for governance, processes, standards, and continuous improvement.
Mandatory Qualifications:
8+ years overall experience as a Project Manager with 2-5 years of project management experience directing complex technology or systems implementation projects. 2-5 years of communications experience, including development of executive-level status reports, professional presentations, and stakeholder communications. 2-5 years of data analysis experience supporting project planning, reporting, dependency tracking, and impact analysis. 2-5 years of Medicaid experience supporting programs, systems, or related stakeholder environments. 2-5 years of Strategic Portfolio Management (SPM) experience. Experience overseeing cross-functional delivery teams that include business analysis, development, technical architecture, testing, security, and change management resources. Experience managing integrated project schedules, release schedules, roadmaps, critical path activities, risks, issues, dependencies, and mitigation strategies. Experience managing system change requests and performing impact analysis across scope, schedule, time, and budget. Ability to communicate effectively with business, technical, security, State, federal, and external trading partner stakeholders.
Desirable Qualifications:
Experience supporting New York State Department of Health, OHIP, Medicaid enterprise systems, or similar public sector health and human services programs. Experience with
MECM, AMS, CMS
reporting, federal compliance reporting, or Medicaid systems modernization initiatives. Experience coordinating with Systems Integrator teams and overseeing vendor or consultant work products. Experience supporting ePMO development, governance design, process standardization, and continuous improvement activities. Experience coordinating data exchanges, trading partner communications, and third-party dependencies across complex release environments. Strong leadership, stakeholder management, facilitation, coaching, and executive communication skills.
