Lead Programmer/Analyst (SL-3)
Salary:
Commensurate with experience The Project Manager for Information Technology Services (ITS) reports to the Director of Project Management Office (PMO) in ITS and will work closely with other key groups and staff members within ITS. The Project Manager for ITS will be responsible for leading and effectively managing assigned projects to successful completion and assisting project leaders within ITS and other entities within Binghamton University.
Responsibilities include:
Ability to lead projects and cross-functional project teams to ensure projects are planned, designed, tested and executed effectively. This will include tracking, managing and efficiently communicating projects and their status throughout the project life cycle while managing risk to ensure that project objectives are met within time, budget, and quality targets. Collaborate with functional departments and ITS staff to clarify and document project requirements and objectives, acquire resources and control project scope. Assist in the collection and documentation of project objectives, manage stakeholder and project team member expectations and where appropriate, identify opportunities that may cross functional and technical boundaries. Analyze, define and document project requirements. Guide/assist project leaders to successful completion of their projects as needed Work closely with ITS Senior Management, functional managers, Subject Matter Experts and other project managers as needed, with respect to ITS project planning, resource management and implementation. Utilize Project Management Book of Knowledge (PMBOK) professional standards to develop project charters and plans, as well as manage the execution, control and closing of projects. Independently prepare and revise detailed project plans, risk and issue logs, lessons learned, communication plans, and other project documentation as required for assigned projects. Track required tasks of assigned resources and coordinate necessary activities or remediation to keep projects on schedule, within scope and on budget. Manage project change requests (changes to scope) effectively. Coordinate internal resources and third parties/vendors in the execution of projects. Schedule, lead and document project team meetings. Manage relationships effectively amongst team members. Use approved project management software and templates for communication and documentation. Provide formal and ad-hoc reports of project status as needed. Appropriately escalate high-risk issues of concern to the Director of PMO or other appropriate leadership. In addition, the Project Manager will: Develop and deliver in-house project management training, as needed, to staff including how to apply proper Project Management processes and concepts to projects. Have the ability to maintain data confidentiality and compliance with regulatory requirements (HIPAA, FERPA, PCI, etc.).
Requirements:
Bachelor's Degree Minimum of two years' experience managing multiple projects and project prioritization Experience with project management tools and software (MS Project/Planner, Smartsheets etc.) Experience leading and managing cross-functional project teams Experience managing stakeholder expectations Ability to successfully deal with a diverse group of users, faculty, staff, and students Demonstrated ability to consistently meet critical deadlines Effective analytical, information management, documentation, written and verbal communication skills Ability to work collaboratively and build consensus amongst a diverse group of educators and professionals
Preferred:
Project Management Institute (PMI) certification (Certified Associate in Project Management (CAPM) or Project Management Professional (PMP)) Experience working in a complex, diverse organization Experience working in higher education or a research environment Demonstrated ability and motivation to learn new technologies and become adept at them quickly Demonstrated ability to work under pressure with varying demand for services and projects while maintaining a professional demeanor Experience using TeamDynamix Visa sponsorship is not available for this position.
