Job Overview The Development Project Manager oversees the due diligence, design, entitlement, permitting, and construction process for multi-family housing developments. This role works closely with internal staff, consultants, municipalities, and general contractors to keep projects on schedule, within budget, and moving toward timely construction completion. The ideal candidate is organized, detail-oriented, able to manage multiple priorities, and comfortable working with people at all levels. This is a salaried position and may require occasional work beyond 40 hours per week to meet deadlines. Responsibilities Essential Job Function /
Responsibilities:
Perform or direct others to perform due diligence and entitlements after the acceptance of an award of
LIHTC, HUD
202 or other primary funding. Serve as one of the primary points of contact for all jurisdictional agencies to proactively expedite and manage the permit approval and closing processes. Exercise primary responsibility for development of land plans, civil site plans and building plans. Ensure developments receive all approvals necessary to expedite construction start and financial closings. Provide direct support to the Executive Vice President for all multi-family developments by ensuring all development and finance commitments are clear on the final plans and specifications. Coordinate directly with third party general contractors on all land plans, civil engineering site plans and building plans throughout the design and permit approval process. Lead the value engineering process between the general contractor and design team when finalizing plans and specifications. Attend as necessary, any jurisdictional meetings (Zoning, Planning Commission, Council, Community, etc.) for purposes of obtaining necessary approvals to allow finance closing and construction start. Assist with site identification for application rounds. Engagement and oversight of general contractor(s) from design stage through construction completion. Attend bi-weekly and monthly construction meetings (virtual and in-person meetings occur). Review and make recommendations for approval/denial/revisions, in conjunction with the project architect, of all construction draws, Potential Change Orders, and Change Orders as presented by the general contractor. Manage owner contingency budget through construction completion. Attend punch walks with project architect for buildings nearing construction completion. Crosstrain with the Senior Manager, Physical Assets for knowledge of existing portfolio. Qualifications Bachelor's degree in finance, business, real estate or equivalent education and work experience. At least 5 years of experience in development of tax credit or market rate multi-family housing is preferred. Must be well versed in reading civil engineering site plans and architect drawings. Experience with a project manager software a plus but not required. Experience in the affordable housing industry a plus but not required. Experience in the engineering and/or architect field a plus but not required Experience managing and negotiating facilities-related contracts preferred. Must be proficient in Microsoft Word, Excel, and Outlook.
Competencies :
Excellent interpersonal skills. Excellent oral and written communications skills. Several years of experience in planning, development services, or a related field, with leadership experience. Ability to manage budgets, analyze data, and implement policy recommendations Strong knowledge and understanding of zoning laws, land use policies, and permitting processes. Good planning and organizational skills. Excellent attention to detail. A willingness to work in a team environment.

In-State Travel:
Regular local in-state travel is required, at least monthly. Must be able to transport self to construction sites, local business, St. Mary Development owned properties and meetings at a variety of locations throughout Ohio, sometimes with little notice, to serve the needs of our residents and the business.
Out of State Travel:
Quarterly out of state travel is required. Must be able to arrange travel needs (rental car, airfare, lodging, etc.) to transport self to properties and meetings. Most visits are arranged with at least 48-hour notice to meet the needs of our residents and the business.
Scheduling Flexibility:
May occasionally be required to work up to 50 hours per week, including evenings.
Driving:
Must have your own vehicle and be able to drive to housing properties and meetings, when needed.
Standing:
Remaining on one's feet in an upright position without moving about•frequently.
Walking:
Moving about on foot•frequently.
Sitting:
Remaining in the seated position•frequently.

Stamina requirements:

Environmental Conditions:
Portions of this work is generally performed in an office environment with adequate lighting and controlled temperature. Portions of this work is generally performed outdoors in varying temperatures and weather conditions that may be extreme.
Travel Requirements:
Work will include in-state (monthly) and out of state travel (quarterly) for construction meetings/site visits. Annual conferences and/or trainings may be offered, most are optional.
