Job Description

Position Summary The Municipal Project Manager (PM) is responsible for planning, executing, and closing a portfolio of city projects—capital improvements, infrastructure, technology, facilities, and community initiatives—on time, within scope, and on budget. This role serves as the operational liaison among Department Heads, the Grant Administrator, external partners, and stakeholders. The PM applies proven project management methodologies to deliver results that meet regulatory requirements, grant conditions, procurement standards, and community expectations. Key Responsibilities 1) Project Initiation & Planning Facilitate project intake and prioritization in coordination with Department Heads and the City Manager. Develop project charters (scope, objectives, success criteria, stakeholders, constraints, assumptions). Build comprehensive project management plans covering scope, schedule (Work Breakdown Structure (WBS), timelines, milestones), cost (bottom-up estimates and budgets), quality, communications, risks, and procurement. Define resource needs (internal staff, consultants, contractors) and secure allocations. 2) Grant Coordination & Compliance Partner with the Grant Administrator to ensure alignment of project plans with grant requirements (scope, eligible costs, timelines, reporting, match/leverage). Track grant budgets, eligible expenses, and reimbursement schedules; maintain audit-ready documentation. Prepare or support required grant reports, performance metrics, outcomes, and evidence of compliance. Monitor changes to grant terms, conditions, and regulations; adjust project plans accordingly. 3) Implementation & Execution Lead day-to-day project activities: scheduling, task assignment, vendor coordination, and progress tracking. Manage procurement actions with the Purchasing/Finance team (RFP/RFQ development, bid reviews, contract awards) ensuring adherence to municipal/State/Federal procurement rules. Oversee contractor performance, change orders, submittals, inspections, and deliverables. Coordinate utility locates, permits, right-of-way approvals, environmental reviews, and safety plans. 4) Budget, Schedule & Risk Management Maintain baselined schedules and budgets; monitor variances and forecast outcomes (Estimate At Completion (EAC), Estimate To Complete (ETC)) or using other earned value formulas. Implement risk management processes (identification, qualitative/quantitative analysis, mitigation plans). Execute change control with documented impact analyses and approvals from relevant authorities. Apply earned value and KPI dashboards to communicate health (SPI/CPI, milestone hit rate, issue aging). 5) Stakeholder, Community & Council Engagement Develop communication plans tailored to elected officials, Department Heads, staff, partners, and the public. Prepare agenda items, staff reports, briefings, and presentations for City Council, boards, and committees. Coordinate public outreach (open houses, notices, project webpages, FAQs) to ensure transparency. Serve as a point of escalation and resolve cross-departmental dependencies and conflicts. 6) Quality Assurance & Closeout Establish quality standards and acceptance criteria; perform stage-gate and readiness reviews. Validate deliverables, punch lists, as-built documentation, warranties, and O&M manuals.
Lead project closeout:
financial reconciliation, grant reporting, lessons learned, and benefits realization.
Typical Projects Managed Transportation:
street resurfacing, traffic signals, sidewalks, trails, ADA improvements.
Utilities:
water/sewer line extensions, lift stations, treatment plant upgrades.
Facilities:
fire/police station improvements, parks/playgrounds, community centers.
Technology:
ERP upgrades, GIS implementations, permitting systems, cybersecurity initiatives.
Community & Economic Development:
downtown revitalization, streetscapes, broadband initiatives.
Tools, Methods & Standards Methodologies:
PMBOK/PMP-aligned processes; Agile/Hybrid for applicable IT projects.
Planning:
MS Project or equivalent, Gantt charts, WBS, network diagrams, critical path analysis.
Collaboration:
Office 365/M365 (Teams, SharePoint, OneDrive), issue trackers, action logs.
Financials:
Project budgeting, cost tracking, invoice approvals, grant drawdown tracking.
Reporting:
Dashboards, status reports, risk registers, change logs, and stakeholder updates. Qualifications Education & Experience Bachelor's degree in Project Management, Engineering, Construction Management, Business, Information Systems, or related field; Master's preferred. Relatable experience in progressive project management, including multi-project portfolios. Municipal or public sector experience preferred (capital or grant-funded projects). Licenses & Certifications (Preferred) Project Management Professional (PMP), Certified Associate in Project Management (CAPM), or equivalent project management certification.
For construction-heavy roles:
Certified Construction Manager (CCM), Certified Scrum Manager (CSM), or Professional Engineer (PE) (if applicable to the role and project types). Valid driver's license. Knowledge, Skills & Abilities Strong command of project management fundamentals (scope, schedule, cost, risk, quality). Familiarity with public procurement, contracting, and grant compliance processes. Ability to interpret and apply codes, standards, permitting requirements, and regulatory guidance.
Excellent communication:
concise briefings, clear reports, and effective public presentations. Skilled in stakeholder management, conflict resolution, and cross-functional collaboration. Data-driven decision-making with competency in project analytics and dashboard reporting. Proficient with Microsoft Project (or equivalent), Excel, Word, PowerPoint, Teams, and SharePoint.
Pay:
$97,402.00 - $100,254.00 per year
