Verdantas is seeking a Senior Project Manager - Environmental to lead natural resources, permitting, and compliance efforts across Pennsylvania, supporting PennDOT, PTC, and energy sector projects. This leadership role is responsible for managing complex environmental programs from planning through construction, ensuring projects are delivered on schedule, within budget, and in full regulatory compliance. The ideal candidate will provide technical and strategic leadership in state and federal permitting (PADEP, USACE, NEPA), serve as a trusted client advisor, and collaborate with multidisciplinary teams to integrate environmental solutions with design and construction. This position also supports business development, client growth, and staff mentorship, contributing to Verdantas' continued expansion and high-performance culture.
What You'll Do:
Project Delivery & Client Management Serve as Senior Project Manager for certain projects, leading environmental investigations, permitting, and compliance from project initiation through construction. Manage scope, schedule, and budget to deliver high-quality projects on time and within budget, consistent with Verdantas' project delivery standards. Act as a primary point of contact for clients, building and maintaining strong relationships with PennDOT Districts, PTC, and key stakeholders. Collaborate with internal engineering and environmental teams to integrate permitting strategies with design and construction objectives. Permitting & Regulatory Leadership Lead complex state and federal permitting efforts, including PADEP Chapter 105/106, Section 401 Water Quality Certification, and USACE Section 404/10 authorizations. Oversee NEPA documentation and PennDOT environmental processes (CEs), ensuring compliance with all applicable regulations and agency guidance. Provide technical direction for wetland delineations, stream assessments, aquatic resource analyses, and mitigation design. Coordinate threatened and endangered species reviews and agency consultation with PADEP, USACE, PFBC, and USFWS. Strategic Planning & Agency Coordination Develop and implement permitting strategies that align with project schedules, minimize risk, and support efficient agency approvals. Lead pre-application meetings and ongoing coordination with regulatory agencies and Conservation Districts to streamline review processes. Guide preparation of permit applications, technical reports, and mitigation plans, ensuring consistency, quality, and regulatory defensibility. Support construction-phase environmental compliance and resolve field-related permitting challenges. Business Development & Growth Support and lead proposal efforts, including scope development, fee estimation, and technical approach for transportation and infrastructure pursuits. Identify opportunities for repeat business and expanded services with existing clients, contributing to Verdantas' growth objectives. Leverage industry relationships and project experience to support strategic positioning in PennDOT Financial & Operational Management Oversee project financials, including budgeting, forecasting, invoicing, and profitability tracking. Ensure effective resource allocation and coordination across multidisciplinary teams. Uphold Verdantas' quality management practices, including QA/QC and risk management procedures. Leadership & Mentorship Mentor and develop junior staff, providing technical guidance and supporting career growth within the environmental team. Foster collaboration across service lines and offices, contributing to a high-performing, team-oriented culture. Promote safety, quality, and continuous improvement in all aspects of project execution. Regulatory Compliance & Risk Management Ensure compliance with the Pennsylvania Clean Streams Law, Dam Safety and Encroachments Act, and federal Clean Water Act. Identify environmental constraints early and develop practical, constructible solutions in coordination with design teams. Proactively manage permitting risks and communicate strategies and implications to clients and project stakeholders. What You Bring:
BS in Environmental Science or related field: Master's degree preferred 10 or more years of experience in Environmental Permitting with emphasis on Natural Resources Knowledge of stormwater management, erosion, and sediment control best management practices Knowledge and experience working with PennDOT and Environmental Regulatory Agencies within PA, such as oversight of threatened and endangered species coordination, aquatic resource evaluations, and agency consultation with PADEP, USACE, PFBC, and USFWS ECMS
experience Familiarity with ArcGIS NPDES
