Purpose Leads and manages municipal engineering projects, serving as a primary client liaison while ensuring high-quality technical delivery, regulatory compliance, and financial performance. This role supports municipal clients through engineering design, program management, and public representation, while mentoring staff and contributing to business development. Responsibilities Leadership and Direction Provide oversight and direction for municipal engineering projects, processes, and staff. Execute work under broad guidance from senior leadership, aligning with strategic objectives and policies. Manage project teams to ensure effective execution, quality assurance, and adherence to standards. Review staff work for technical accuracy and completeness. Mentor and develop junior staff, supporting the growth of future project managers. At the Operational and Company Level Coordinate across internal departments to meet project and client requirements. Provide engineering expertise to support multidisciplinary teams. Serve as primary client contact, maintaining strong relationships and ensuring client satisfaction. Lead project team meetings to monitor progress and resolve issues. Support business development efforts, including marketing services and strengthening client partnerships. Do the Work Manage municipal engineering projects, ensuring technical accuracy, schedule adherence, and budget compliance. Support project planning activities, including budgeting, staffing, scheduling, and client coordination. Review job cost sheets and assist with billing and financial tracking. Serve as Township or Borough Engineer, representing municipal clients and overseeing assigned projects. Review development plans for compliance with local ordinances (subdivision, land development, zoning, grading, and stormwater). Oversee construction phases of land development projects, including administration, inspection, and escrow management. Administer and maintain MS4 (NPDES) permit programs, including: Inspections, mapping, illicit discharge detection, and outfall investigations Compliance tracking and reporting Public education and interdepartmental coordination Ensure compliance with EPA and state stormwater regulations. Attend and present at public meetings, delivering reports on project status, bids, and development reviews. Design infrastructure systems (transportation, utilities, recreation, stormwater) using engineering tools. Prepare cost estimates, feasibility analyses, and technical documentation. Ensure designs comply with environmental, safety, and regulatory standards. Provide technical guidance to clients, including capital improvement planning. Deliver construction support services such as contract administration, permitting, and inspection oversight. Prepare technical reports including memos, feasibility studies, and design reports. Success Metrics and Competencies Strong analytical skills, including interpreting survey data, maps, and engineering plans. Effective verbal and written communication skills, including public presentation abilities. Problem-solving skills with the ability to collect data, draw conclusions, and present recommendations. Ability to work both independently and collaboratively. Knowledge of MS4 and NPDES stormwater regulations. Experience with municipal stormwater programs and environmental compliance. Strong organizational and documentation skills. Consistent delivery of projects on time, within budget, and meeting quality expectations. High levels of client satisfaction and relationship retention. Qualifications Bachelor's degree in Civil Engineering or related field required. Eight or more (8+) years of professional engineering experience, with a focus on municipal engineering. Professional Engineer (PE) license required. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). Experience with engineering design software (AutoCAD, MicroStation, or similar). Knowledge of Bluebeam Revu. Familiarity with ADA standards and guidelines. Strong technical capability in preparing plans, calculations, reports, specifications, permits, and estimates.
