Job Description

The Project Manager for Workforce Initiatives is responsible for leading, coordinating, and advancing strategic workforce initiatives aligned with the Lancaster County Workforce Development Board (LCWDB) vision. This position will implement and manage the Workforce 2030 strategic initiative, ensuring alignment across business, education and community partners. This role moves beyond coordination into strategy execution, stakeholder alignment, and systems-level impact , ensuring that workforce initiatives are collaborative, measurable, and sustainable. Understanding of the Workforce Innovation and Opportunity Act will be learned on the job if not known, with training provided to help understand all Federal and Commonwealth regulations and policies associated with funding streams impacting the Board. This role will participate as a member of the LCWDB to move strategy forward in being the leader of workforce development within Lancaster County. Project Management & Implementation Lead the implementation and ongoing management of Workforce 2030 initiatives, ensuring alignment with established community goals. Develop and manage project timelines, deliverables, and performance benchmarks. Coordinate multiple concurrent initiatives, balancing priorities and ensuring timely execution. Monitor and track key performance indicators (KPIs) and return on investment (ROI) metrics to measure progress. Collaborate with EDC Lancaster and Center for Regional Analysis for updated data. Facilitate stakeholder meetings with business leaders, educators, and community partners to advance shared workforce goals including periodic community engagement sessions, ongoing support to initiative champion meetings, and cross sector partnerships. Strategy Integration & Systems Alignment Integrate the business-education partnership, Career Ready Lancaster! (CRL!) into Workforce 2030 strategies, ensuring seamless alignment across initiatives. Be involved in CRL!- in conjunction with CRL! Coordinator. Ensures CRL! success through collaboration and community engagement and networking. Support the development of a connected workforce ecosystem, including mapping resources, partnerships, and pathways. Meet with key community partners on a quarterly basis to report status of engagements. Content Development & Reporting Synthesize stakeholder input, data, and research into clear, actionable reports and strategic deliverables. Develop materials for presentations, community meetings, and workforce events Maintain documentation of project progress, outcomes, and continuous improvement efforts. Provide quarterly reports to the Board, Executive Committee and all committees on matters related to best practices, provider performance, program performance, youth outcomes, and funding updates. Staff other committees as needed, incorporating report outs and meeting requirements. Other Duties As Assigned.
Preferred Experience:
Must have a combined 3-5 years' experience of employer services, workforce development, project management experience Proficient in Microsoft Office Suite (Word, Excel, and PowerPoint) Must possess a high level of project management skills with the proven ability balance multiple priorities simultaneously Should be able to converse with a wide range of professionals and demonstrate a positive professional attitude Must be comfortable with presenting information to large audiences in professional/clear manner Must be available for local travel to attend in-person meetings with stakeholders when necessary Must possess a valid driver's license and reliable access to automobile Skills & Knowledge Manage complex, multi-phase projects with competing priorities, timelines, and deliverables Facilitate high-impact meetings and community convenings that result in clear decisions and actionable next steps Analyze workforce data, trends, and partner inputs to inform strategy and continuous improvement Translate complex information into clear, concise reports, presentations, and strategic recommendations Align initiatives, partners, and resources to support a unified workforce system and shared vision Build and sustain relationships with diverse stakeholders to strengthen trust and collaboration Develop and implement performance metrics and evaluation frameworks to measure impact and ROI Communicate effectively across multiple platforms, tailoring messaging to varied audiences Adapt to evolving priorities, demonstrating flexibility and problem-solving in a dynamic environment Interpret policies and procedures to reach effective solutions to situations. Work independently and efficiently. Available for occasional day/overnight travel. Ability to lift up to 50 pounds occasionally. $69,000.00 - $74,000.00 per year
