Full Job Description Position Summary:
The Project Manager will be responsible for planning, implementing, and overseeing all activities connected to Strengthening Families (SF) initiatives via Be Strong Families and Family School (FS). This role ensures that Strengthening Families core guidelines, training standards, and community engagement strategies are executed effectively and consistently across the entire Child Welfare System—including Community Umbrella Agencies (CUAs) and the Department of Human Services (DHS). Project Manager will provide technical assistance to Family School and serve as a key liaison providing ongoing technical assistance and support to ensure the effective implementation and operation of the Family School program. This role focuses on strengthening program quality, ensuring fidelity to the model, and supporting providers in delivering integrated, family-centered services. The Project Manager collaborates with DHS leadership, program staff, and community partners to monitor performance, address challenges, and drive continuous quality improvement to achieve positive outcomes for children and families.
Duties and Responsibilities:
Technical Assistance & Program Support Provide ongoing technical assistance and coaching to Family School and Strengthening Families Teams Support alignment with DHS policies, expectations, and performance standards Assist providers in problem-solving and addressing service delivery challenges Promote best practices in family engagement Program Implementation & Quality Assurance Monitor program fidelity to the Strengthening Families Protective Factors Framework Conduct monthly site visits with family school, check-ins, and program observations Attend and observe at least one Strengthening Families event per quarter at each CUA Identify gaps in service delivery and recommend corrective actions Track program performance, participation, and outcomes to ensure quality and compliance Maintain accurate documentation, reporting, and data tracking Training & Coordination Coordinate and oversee delivery of trainings, including: Collaborate with Be Strong Families to develop an annual training calendar Monitor training registration, attendance, and reporting in coordination with DHS University Support SFT members with curriculum updates, materials, and training needs Communication & Collaboration Maintain consistent communication with DHS leadership, CUAs, and community partners Partner with DHS Communications to support outreach, media, and calendar updates Build and maintain relationships with community liaisons and stakeholders Technical Assistance & Program Support Provide ongoing technical assistance to Family School providers to support effective program implementation Guide providers in aligning services with DHS expectations, policies, and performance standards Support problem-solving and identify strategies to address operational and service delivery challenges Program Implementation & Quality Assurance Monitor program fidelity and ensure alignment framework Protective Factors. Identify gaps in program delivery and recommend corrective actions or system improvements. Support Parent Cafe implementation and ensure consistent delivery across CUAs. Maintain accurate documentation, tracking, and reporting. Use basic data systems, MS Office, and virtual platforms (Zoom/Teams/Webex) to support program operations. Monitor program performance and outcomes to ensure quality and compliance Conduct regular check-ins, site visits, and program reviews Identify areas for improvement and support corrective action planning Use data to inform continuous quality improvement efforts
Skills Required:

Strong understanding of human services systems and family-centered practices Ability to provide coaching, guidance, and technical support to diverse providers Excellent organizational, communication, and problem-solving skills Specific Knowledge and Skills in: Demonstrate an understanding of DHS's & CUA's mission, vision, and the Improving Outcomes for Children (IOC) model. Apply knowledge of safety and risk factors and how they relate to SF and Family School Utilize Systems Theory, Strengths-Based Perspective, and Resilience Theory to guide program decision-making and team support.
Education and Experience:
Bachelor's degree with 3-5 years' experience in Human Services. Psychology, Behavioral Health Master's Degree preferred Previous working experience with the child welfare system
Physical Demands:
sitting for a minimum of 2 hours; standing for a minimum of 20 minutes concurrently throughout the day; Ability to travel throughout the Southeastern Region of Pennsylvania; Regularly requires walking, standing, stooping, bending, sitting, reaching, pushing, pulling and/or repetitive wrist/hand movements for various lengths of time throughout the day; Ability to utilize computers and office equipment to complete daily work responsibilities; Viewing computer screen(s) for extended periods of time; Must be able to work in an office environment that may include varying levels of distraction, noise, lighting, and privacy; Must be able to adapt to continuous changes/demands of the job.
