Position Summary EBI Consulting is seeking a full-time NEPA Project Manager to manage the delivery of environmental compliance and permitting efforts for broadband and other linear infrastructure projects. This role is responsible for managing complex, long-duration projects, including schedule, budget, team coordination, and client communication. The ideal candidate has extensive experience managing NEPA and permitting efforts for linear projects and excels at maintaining organization, accountability, and momentum across large, multi-phase programs. This position reports directly to the National Operations Manager and is a remote, work-from-home role, with a preference for candidates located in the Western United States. To be successful in this position, candidates need to have a home office already established and be comfortable working in this environment. While primarily office-based, the position supports projects across the United States and may require occasional travel for client meetings or trainings to assist Broadband and other EBI programs. Essential Duties and Responsibilities Manage the full lifecycle of NEPA and permitting projects for linear infrastructure, from initiation through final deliverables
Develop and maintain detailed project schedules, tracking milestones across environmental review, permitting, and agency coordination
Manage project budgets, forecasts, and resource allocation to ensure financial performance and alignment with project goals
Serve as the primary point of contact for clients, providing clear and consistent communication on project status, schedule, and risks
Coordinate technical teams (NEPA, permitting, cultural, biological, GIS) to ensure timely, high-quality deliverables
Track and manage permitting processes, including coordination with federal, state, and tribal agencies
Identify and mitigate project risks, including schedule delays, scope changes, and regulatory challenges
Ensure deliverables meet applicable NEPA, permitting, and client requirements
Support project reporting needs, including status tracking, schedule updates, and summary reporting for long-duration and high-visibility projects Qualifications and Capabilities Bachelor's Degree in Environmental Science, Natural Resources Management, Environmental Studies, Biology, Geology, Planning, Public Administration, or related field required
Minimum of 5-15 years of professional experience managing NEPA or environmental compliance projects
Demonstrated experience managing linear infrastructure projects and/or other long-duration, multi-phase programs with complex schedules and multiple stakeholders
Strong understanding of NEPA processes (CATEX, EA), with familiarity or exposure to EIS-level analysis considered a plus
Experience coordinating or managing permitting efforts (e.g., Section 404/401, Section 10, ROW/access permits) preferred
Experience working with federal land management agencies (BLM, USFS, NPS) and/or broadband-related programs preferred
Proven ability to manage budgets, schedules, and multidisciplinary project teams in a deadline-driven environment
Strong communication and organizational skills, with experience in client-facing roles

The salary range describes the minimum to maximum base salary range for this position across applicable US locations. This position may also be eligible for a bonus whereby total compensation may exceed base salary depending on individual performance. The actual compensation offered will be based on a range of factors that are considered in making compensation decisions including, but not limited to; geographic location, work experience, education, licensure requirements, knowledge, skills/level, qualifications and budget.
