Role:
Consertus is seeking an experienced Project Controls III (Capital Program Budget Discipline Lead) to support Los Angeles World Airports (LAWA) . This role serves as a program-level cost controls leader—reviewing capital program cost and contract performance, developing standardized cost controls practices, and supporting reporting, forecasting, budgeting, and audit readiness across LAWA's multi-billion-dollar capital program.
Working Hours & Location:
Full-time, exempt role with business hours 8:00 AM•5:00 PM. In addition, this is a hybrid position, and Monday•Friday in Los Angeles, CA .
Compensation Range:
$156,000•$166,400 annually; Eligible for
Bonus Key Responsibilities:
Using LAWA's PMIS and other sources, review cost and contract performance of the Capital Program and report variances and risks . Develop programmatic policies, procedures, and reporting to ensure proper cost controls across the Capital Program. Perform independent analysis of project cost and contract performance across the project life cycle, including: Budgeting Invoice processing Progress reporting Resource management Closeout Assist in the development of and administer LAWA's Program Services Budget . Collaborate with the Program Risk Manager to calculate and report project and programmatic risks. Develop tools and coordinate cost recording, monitoring, and reporting practices to ensure compliance, accuracy, and consistency. Assist and train cost engineering staff across the Capital Program. Collaborate with Finance and the Estimating team on the Asset Register and project capitalization. Collaborate with Controls staff on Expenditure Forecasting . Support controls efforts to respond to internal and external audits . Perform other duties as required/needed. Minimum Qualifications Experience 15+ years of relevant experience (airport experience strongly preferred). Prior project controls experience on a large-scale, multi-million-dollar construction program required. Experience on a large-scale aviation-related project is required. Experience evaluating and reporting on at least two Alternative Delivery methods is required. Demonstrated success in prior roles (accuracy, reliability, accountability, and growth). Skills Self-starter with proactive, results-oriented focus; able to assume additional responsibilities. Strong written and verbal communication; ability to interface with stakeholders of varying technical backgrounds. Highly organized, detail-oriented, and able to deliver accurate results in a fast-paced environment. Demonstrated ability to understand complex construction programs and clearly communicate progress/issues to both technical and management audiences. "Can-do" team mindset; ability to inspire consistent high-quality results. Required Education Bachelor's degree in engineering, project management, business, or related field required.
Software / Tools
Proficiency in Microsoft Office (Excel, Word, etc.). Experience with PMIS systems such as PMWeb (or similar). Adobe Acrobat experience required. Primavera P6 (Version 6.0+) desirable. Preferred Qualifications Master's degree preferred. AAAE, LEED, PMP, PE, AICP, PMI-SP, or other relevant professional licensure/certifications.
