Job Description

Title:
Rural Health Project Coordinator Client:
State of Maine, Office of the Health Insurance Marketplace The Office of the Health Insurance Marketplace (OHIM), an office within the Maine Department of Health and Human Services (DHHS), doing business as CoverME.gov, is seeking a project coordinator to manage and coordinate all efforts related to the office's work on Maine's Rural Health Transformation Program (RHTP) grant. The RHTP is a federal initiative aimed at supporting access to care, improving population health, strengthening the rural health workforce, and promoting the long-term sustainability of rural health systems statewide. This position is a 40-hour per week full-time hybrid position (minimum 2 days per week onsite in Portland DHHS office, and rest of week remote-optional from a location within Maine). This is a limited period, contractor role with federal funding for approximately five years. The pay range for this position is $30.00 - $33.00 per hour, based on experience.
Job Responsibilities:
Convene Rural Health Stakeholder Group:
Identify individuals and organizations with rural health expertise in Maine and conduct outreach to engage them in the project. Convene a stakeholder group to provide input on the design of the market research plan.
Oversee Development and Implementation of Market Research Plan :
Conduct background research to inform a market research plan. Work with OHIM team members, the stakeholder group, and a market research vendor to develop and implement a market research plan that includes focus groups and user experience testing of CoverME.gov's plan comparison tool.
Project Work :
Coordinate with OHIM internal teams, the
DHHS RHTP
team, and stakeholders to synthesize research findings and develop recommendations for changes to CoverME.gov's health plan comparison tool to better meet the needs of rural consumers eligible for Marketplace coverage. Develop a user guide and decision support tools to support consumers in utilizing the improved plan comparison tool. Work with OHIM data team to conduct data analysis to determine the impact of plan comparison tool changes. Synthesize data analysis findings to develop recommendations for next steps.
Grant Reporting and Coordination :
Work directly with the
DHHS RHTP
team to meet the federal reporting requirements for this project. Oversee all programmatic reporting required by the funding agency. Participate in meetings with RHTP leadership and related RHTP meetings, as needed.
Day-to-day Oversight of Market Research Vendor :
Working with OHIM team, oversee market research vendor to ensure they are meeting contractual requirements associated with OHIM's RHTP project.
Minimum Qualifications:
Education and Experience :
A bachelor's degree in public health, public policy, economics, psychology, or a related field. A minimum of six (6) years of education, training, and/or experience analyzing, evaluating, and/or developing improvements to projects, programs, or technology solutions.
Preferred candidates will have:
Stakeholder engagement: Demonstrated experience convening stakeholder or advisory groups or coalitions.
Market Research or User Experience Testing :
Demonstrated experience or academic training in conducting market research (e.g., surveys and/or focus groups) and/or User Experience (UX) research and testing. Demonstrated skill in process improvement, program evaluation, and reporting.
Research and Analysis :
Experience conducting cross-disciplinary secondary research on a broad topic and synthesizing findings into actionable recommendations.
Subject Matter Expertise:
Knowledge of policies impacting commercial health insurance markets, specifically the Affordable Care Act. Experience in rural health care is a plus.
Grant management and reporting:
Experience with federal grant management or reporting.
Communication :
Strong written and oral communication skills.
Time Management :
