What You'll Do… As the Project Manager, you will provide day to day leadership, coordination, and oversight for a team that will be providing Engineering Servicers, supporting enterprise workflow modernization, Agile Software Development Lifecycle (SDLC) activities, and testing efforts across multiple mission support applications. You will manage day-to-day project operations, ensure on time delivery of testing and analytical outputs, drive process improvement, and serve as the central liaison between government stakeholders, technical teams, and internal leadership. Your leadership will enable consistent quality, alignment with IPT priorities, and successful execution of system enhancements and modernization initiatives. Key Responsibilities & Expected Outcomes Ensure successful delivery of projectobjectives.
Lead planning, execution, tracking, and reporting of all project activities to ensure alignment with IPT goals and contractual commitments. Provide direct leadership and oversight to Business Analyst (BA) and the Engineering, Systems support, Cyber and Quality teams. Supervise analysts and testers, prioritize workload, manage task assignments, and remove roadblocks to ensure consistent output quality and timely delivery. Strengthen stakeholder engagement and communication.
Serve as the primary point of contact for government stakeholders, Business Champions, developers, and program leadership. Facilitate meetings, clarify requirements, and ensure project transparency. Maintain governance across SDLC processes.
Coordinate Agile ceremonies, oversee backlog management, review user stories, and ensure testing activities—including manual, automated, regression, and performance testing—are synchronized with development cycles. Improve operational workflows and team efficiency. Identify opportunities to streamline processes, enhance documentation practices, and optimize testing and analysis methods across the IPT. Monitor project performance and reporting.
Track project metrics, generate status reports, manage risks and issues, and communicate impacts to stakeholders and leadership proactively. Work closely withand report tothe Program Manager to ensurefinancialtracking and reporting,requirements are met, support formeetings with the COR and CO Knowledge, Skills, & Abilities for Success Demonstrates a dedication to upholding and enhancing STI Federal's core values. Demonstrates strong project planning, prioritization, and coordination skills, especially within Agile or hybrid SDLC environments. Proficiencyin team leadership, coaching, performance oversight, and workload management. Proficiencyin project management tools (e.g., JIRA, Azure DevOps, MS Project) and collaboration platforms. Strong communicationskills with the ability to engage technical and nontechnical audiences.
Minimum Qualifications Education:
Bachelor's degree in business, Information Systems, Engineering, or related field. Experience:
Proven experience leading IT or software development projects. Experience supervising or coordinating the work of Business Analysts, QA specialists, or technical teams. Experience working within Agile or hybrid SDLC environments. Clearance:
Ability to obtain and maintain a DoD Secret clearance. Preferred Qualifications Education:
Project Management Professional (PMP), SAFe, CSM, or similar certifications. Experience:
Experience supporting DoD, federal IT programs, or NIWC Atlantic. Experience managing QA functions, business process improvement projects, or modernization initiatives. Experience with automated or performance testing processes. Clearance:
Active DoD Secret clearance or above. Compensation & Work Environment Salary Range:
$160,000- $165,000, dependent on experience. Environment:
