Mobile, AL Position Summary:
We are seeking a part-time Project Manager to lead our on-site team supporting the U.S. Coast Guard's Offshore Patrol Cutter (OPC) program at the Austal USA shipyard in Mobile, Alabama. The Project Manager is the single point of contact between the contractor and the USCG Contracting Officer (KO) and Contracting Officer's Representative (COR), and is responsible for all contractor work performed under the Performance Work Statement (PWS). This position is designated as Key Personnel by the Government and may not be replaced without prior approval from the Contracting Officer. The PM directs and integrates contractor effort across seven functional areas: SharePoint and data management, documentation and administrative support, IMS/EVM/EVMS surveillance, TSM deficiency records management, ILS outfitting and configuration, and business / COR support.
Responsibilities:
Serve as the single, authoritative point of contact for the USCG Contracting Officer (KO) and Contracting Officer's Representative (COR) on all matters relating to performance under the task order Be available to the COR by telephone between 0900 and 1700 Central Time, Monday through Friday, and respond to requests for discussion or resolution of technical problems within 24 hours of notification Develop and maintain the
Project Plan:
deliver a draft at the Post-Award Conference and finalize within 10 business days, covering scope of work, schedule, intended results, role of key personnel, and quality of service approach Lead a multi-disciplinary on-site team supporting all seven PWS functional areas, ensuring performance is delivered on schedule, within scope, and in compliance with the QASP Manage day-to-day cost, schedule, scope, risk, and quality; track performance against the Quality Assurance Surveillance Plan (QASP); drive corrective action when needed Maintain contractually required staffing levels at all times; coordinate substitutions with the CO/COR no less than 15 business days in advance, with written justification, qualifications, and resumes Collect weekly assessments from each employee under PM authority to support monthly invoice validation; ensure all timesheets are signed by the COR or ACOR at the end of each week Enforce employee identification, conduct, and

credentialing requirements; ensure team members comply with USCG and DHS rules for safety, security, and on-base conduct Oversee subcontractor performance; coordinate execution of optional Surge Support and Travel CLINs Provide the CO/COR with timely status reporting, deliverable submissions, and ad-hoc briefings; designate a qualified alternate (in writing) to act for the contractor during PM absences Performs other related duties as assigned
Requirements:
Required Qualifications:
•Active Secret-level security clearance required•Bachelor's Degree from an accredited institution, OR at least five (5) years of experience relevant to the PWS in lieu of a degree At least five (5) years of experience directly related to duties listed above At least four (4) years of experience in a project management role with direct cost, schedule, scope, and team-leadership responsibility Knowledge of ship construction Working knowledge of Federal acquisition principles, FAR-based contract administration, and CDRL/deliverable management Familiarity with shipbuilding processes and Earned Value Management (EVM/EVMS) concepts sufficient to lead and guide technical staff Proficiency in Microsoft Office (Word, Excel, PowerPoint), Microsoft Project or equivalent scheduling tools, and SharePoint Strong written and oral communication skills; ability to read, write, speak, and understand English Demonstrated ability to lead distributed teams and produce executive-level briefings, reports, and decision documents Strong organizational and analytical skills with a track record of managing complex, multi-stakeholder federal programs Proven ability to manage and lead small to mid-sized teams in a federal contractor environment Consistent attention to detail with the ability to identify discrepancies Ability to organize necessary resources, including people, tools, and time to meet tight deadlines and achieve desired results Ability to prioritize and handle multiple project deadlines
Preferred Qualifications:
Project Management Professional (PMP®) certification from PMI DAWIA or
FAC-P/PM
Level II or III certification Earned Value Management certification (EVMP®, EVMD/EVMO™) Prior experience supporting a
USCG, U.S.
Navy, or other DoD/DHS major shipbuilding acquisition program (OPC, NSC, DDG, LCS, FFG, T-AO, or similar) Familiarity with the Major System Acquisition Manual (MSAM) and DHS / DoD acquisition policy

Generally, an office-type position. The noise level in the work environment is usually quiet in office settings and moderate in other situations. This is primarily a work-from-home position, with some travel to Corporate Office area as needed.
