Purpose of Position The Property Operations Project Coordinator will ensure the efficient coordination and execution of capital improvement and maintenance operations across HALX's multi-family portfolio. This role provides centralized operational oversight of property proposal workflows, contract administration, vendor coordination, scheduling, budgeting, and inventory control. They will serve as the connective point between financial, operations, and external partners, ensuring that preservation activities are prioritized, resourced, and completed in alignment with organizational standards for quality, timeliness, and cost-effectiveness. While this role does not directly supervise the maintenance team, it provides essential coordination, accountability, and systems oversight to support high-performing maintenance operations. The ideal candidate has excellent scheduling and time management skills, is a proactive problem-solver, and has proven sound financial oversight. They possess strong organization and communication skills and excel at building business relationships. Spanish or Amharic fluency strongly preferred. This role reports to the Director of Asset Management. Primary Responsibilities Capital Improvements (CapEx) Collaborate with leadership to develop and execute the annual CapEx strategy, including planning, scheduling, budgeting, and coordinating vendors and internal teams. Coordinate and compare proposals and bids with potential vendors, making informed recommendations to leadership on vendor selection, as per asset strategy. Create purchase orders and process vendor documentation in Entrata, ensuring completion of work according to schedule. Support accounts payables duties to process invoices for the Property Management Office in a timely manner to avoid budget variances. Track and manage vendor approval requirements, including insurance, Service Agreements, communication, and certifications. Support vendor selection, onboarding, and engagement in alignment with procurement practices. Track vendor performance and ensure accountability to service expectations and contract terms. Assist in delivering clear, respectful resident communications regarding project timelines, impacts, challenges, and outcomes, with the goal of minimizing disruption. Own the accurate filing, organization, and tracking of all project documentation and data. Regularly report on progress, outcomes, and challenges to leadership and cross-functional teams, using insights to inform decisions and maintain community quality. Property Operations Assist Property Management in promoting, establishing, and maintaining positive relations with vendors to provide the best service to our communities Engage with vendors and the HALX maintenance team to complete capital improvement projects and HALX Business Plans on-budget, on-time, while optimizing the quality of the finish product. Coordinate regular physical inspections as required by Partners, Lenders, and municipal entities (City of Alexandria, Virginia Housing). Collaborate with leadership to review budgets, ledgers, and occupancy to ensure proper cash flow and financial sustainability. Manage property equipment inventory and create metrics for operating and capital costs projections. Work with Director of Asset Management to optimize repairs & maintenance, supplies & contracts costs for future budgets. Ongoing Work Maintains professional and technical knowledge by attending subject-relevant educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies. Assist in the establishment and enhancement of best practices to enable the achievement of business goals and the execution of corporate strategies. Actively participate in all team meetings, training sessions, and other appropriate meetings and conferences as required. Required Skills and Qualifications Minimum of two years of progressively responsible, relevant work experience in property management, asset management, construction project management, or related fields. Proficient in budget management with a proven success record in meeting financial objectives. Excellent interpersonal communication skills, explaining processes, effective writing, vendor coordination, and providing guidance and support for colleagues of all levels. Proficient in project management, organization, and time management skills. Experience in research, data analysis, and problem-solving. Capacity to work on multiple tasks and projects simultaneously while meeting the position's priorities. High school diploma or equivalent certification required. Bachelor's degree preferred. Sincere interest in career growth and support of Housing Alexandria's mission. Beneficial Skills and Qualifications Experience preparing operating budgets, financial projections, and reports. Ability to speak Spanish, Amharic, or Arabic and comfort translating materials for residents to/from English is a plus. Experience providing assistance to individuals and groups facing difficulties such as economic disadvantage, unemployment, abuse and neglect, substance abuse, aging, disabilities, prevention, health, cultural competencies, and inadequate housing. Position Requirements This is a full-time hybrid position that requires a minimum of 3 full days per week in the HALX offices. Tuesday & Thursday are mandatory on-site days, with occasional evening and weekend work. The team member must be locally in the DMV area and have reliable transportation, as travel within the city of Alexandria is required. Physical Requirements The team member must be able to visually and physically inspect properties, climb ladders and stairs, occasionally be around dust, fumes, and odors, and work in noisy, crowded environments.
