Job Description
Job Summary We are seeking a dynamic and detail-oriented Project Manager specializing in Special Projects and Grants to lead the planning, execution, and oversight of complex initiatives that advance our organizational goals. Project Manager must be highly skilled and able to lead and administer all grant initiatives. This position reports directly to the General Manager and is responsible for coordinating both administrative and field‑level execution of all grant‑supported projects. The Project Manager will oversee field operations related to grant work, ensuring projects are delivered safely, efficiently, and in full compliance with federal requirements. Deep knowledge of natural gas operations, federal grant procedures, procurement, land and right‑of‑way (ROW) management, and public‑facing communication. Principle Accountabilities include:
Grant Administration Manage the full lifecycle of grant programs, including applications, award management, reporting, and closeout. Ensure compliance with all federal regulations, including 2 CFR Part 200 and PHMSA‑specific requirements. Prepare and submit required progress reports, financial documentation, and performance metrics. Maintain detailed project schedules, including charts, milestones, and deliverables. Project Management & Field Operations Oversight Report directly to the General Manager and provide regular updates on project status, risks, and performance. Oversee field operations required to complete funded projects, ensuring alignment with safety standards, operational needs, and regulatory expectations. Coordinate with engineering, operations, construction crews, and contractors to ensure timely and compliant project execution. Conduct site visits, monitor field progress, and resolve operational challenges. Develop and manage project budgets, timelines, risk assessments, and resource plans. Gas Operations Support Collaborate with gas operations leadership to ensure projects support system integrity, modernization, and safety objectives. Understand technical aspects of natural gas distribution systems, construction practices, and maintenance activities. Support field teams with planning, permitting, and implementation logistics. Procurement & Bid Processing Manage procurement activities in accordance with federal grant rules and CNNGA policies. Prepare bid packages, evaluate proposals, and support vendor selection. Ensure procurement documentation meets audit and compliance standards. Land & Right‑of‑Way (ROW) Management Coordinate land acquisition, easements, and ROW negotiations required for project execution. Work with property owners, legal counsel, and survey teams to secure necessary access and documentation. Maintain accurate records of ROW agreements, permits, and environmental clearances. Public Relations & Stakeholder Engagement Serve as a primary point of contact for public inquiries related to funded projects. Develop communication materials, public notices, and community engagement plans. Represent CNNGA in meetings with local governments, regulatory agencies, and community groups.Secondary Duties:
- Assists in maintaining a neat and clean workplace.
- Adheres to and enforces applicable safety standards.
- Attends required meetings, planning sessions, and discussions.
- Performs related duties as assigned.
II. JOB QUALIFICATIONS
Minimum qualifications:REQUIRED
- Bachelor's degree in engineering, Project Management, Business Administration, Public Administration, or related field.
- 5+ years of experience in natural gas operations, utility project management, or federal grant administration.
- Strong understanding of PHMSA regulations, federal grant procedures, and procurement standards.
- Experience overseeing field operations and coordinating construction or utility‑related work.
- Proficiency with Gantt‑based scheduling tools (e.g., MS Project, Primavera, Smartsheet).
- Knowledge of land acquisition, ROW processes, and permitting requirements.
- Excellent communication, documentation, and stakeholder‑management skills.
- Must possess and maintain a valid state of South Carolina driver's license and maintain standards for insurability.
- Within 24 months, must pass and maintain pertinent Operator Qualifications test(s) and certification(s) for covered tasks, as necessary.
