ABOUT THE
Division General description We're looking for a professional Project Manager to join our Educational Opportunities and Investments division to coordinate the planning and initiation of projects at various levels of completion; monitor the progress and schedule of projects; manage a scholarship award program; and coordinate with project stakeholders, management, and other relevant parties related to marketing and outreach for the Texas Tuition Promise Fund, the Texas College Savings Plan, the LoneStar 529 Plan and the Texas ABLE Program. This position is part of a team that is driven to provide excellent customer service, and is collaborative, adaptable, and dedicated to the success of the programs. You would be a great fit for this role if you are self-motivated, resourceful, can successfully manage multiple projects at the same time, can deliver accurate and timely results and work well with a team. Work Hours 8 a.m. to 5 p.m., Monday through Friday, 40 hours. Occasional weekend and/or late-evening work may be required. Actual work hours may change based on business need.
Qualifications Minimum Qualifications:
  • Graduation from an accredited four-year college or university with a bachelor's degree in marketing, business or a related field.
  • Complete copies of college transcripts must be furnished to the divisional hiring representative at the time of the interview for positions requiring a college degree, and/or specific educational credits.
  • Ten (10) years of experience performing work related to marketing, outreach and/or program coordination.
  • Ten (10) years of experience in managing large projects.
  • Five (5) years of experience directing the work of others.
Preferred Qualifications:
  • Experience developing and/or implementing a marketing plan
  • Working knowledge of MAC computers
  • Experience developing marketing collateral (websites, handbooks, brochures)
  • Experience working with a state board or committee
  • Experience working with a scholarship program
Substitutions:
One (1) additional year of full-time minimum experience in managing large projects or performing work related to marketing, outreach and/or program coordination may substitute for thirty (30 semester hours) of the required education with a maximum substitution of 120 semester hours (four years).
In this role you will:
  • Develops and establishes project goals and objectives consistent with the agency's strategic plan. Oversees development and implementation of the annual marketing and outreach plans for the projects. Monitors and analyzes performance, recommends changes when necessary and oversees implementation of changes.
  • Oversees Texas Match the Promise Foundation activities including annual application and award process.
Arranges meetings of the foundation, including development of meeting agendas and materials. Coordinates promotion of scholarship program. Manages redemption of scholarship units to ensure compliance with complex program requirements. Assists in development, testing and implementation of system enhancements.
  • Coordinates with outreach staff, program manager, outside marketing firm and management to design and produce quality marketing collateral for all projects. Plays key role in quality control for all marketing documents and websites.
  • Oversees design, redesign and maintenance of program websites, social media, and other communication platforms such as press releases. Oversees the distribution of project information and project status reports.
  • Provides guidance to grassroots staff on performance of outreach and marketing duties. May oversee and/or supervise the work of others.
  • Oversees compliance with program policies, statutes, and legal requirements. Tracks and maintains current trademarks for all program logos. Works closely with Fiscal and Agency Affairs Legal Services and outside marketing firm to ensure compliance with legal requirements.
  • Performs other work related duties as assigned.
