The Office of the Attorney General is a dynamic organization with over 4,000 employees throughout the State of Texas. Our agency provides exemplary legal representation for every arm of the State, fights human trafficking, helps victims of crime, protects our constituents, and operates one of the nation's most effective Child Support Enforcement programs. The Office of the Attorney General's Child Support IT Applications Development team is seeking an experienced Human-Centered Change Coordinator, commonly known as an Organizational Change Management professional. Our agency has successfully implemented a modernized child support application supporting more than 2,000 end users statewide, and we are now focused on stabilization, adoption, and continuous improvement using an agile framework. This role will partner closely with business and technical teams to identify system enhancements, process updates, and operational impacts to user roles as new functionality and improvements are released. The Human-Centered Change Coordinator will play a key role in supporting staff and stakeholders through ongoing stabilization efforts by developing clear, effective communications, user support resources, and engagement strategies that encourage adoption and build confidence in the system. You will build strong relationships across the organization to ensure users remain informed, supported, and prepared as the application continues to evolve. Successful candidates will be skilled communicators - both written and oral, adaptable in a fast-paced environment, and passionate about helping people navigate change through thoughtful, user-focused engagement strategies. Apply a structured methodology such as Prosci© to lead change management activities. Work with the team to continue to improve and revise the existing Human Centered Change plan to ensure optimal user adoption for a variety of IT-technology releases. Design and develop resource materials using a variety of software platforms such as SharePoint, Vyond, Word, etc. Collaborate with both the business user and development teams to document end-to-end workflows to identify opportunities for role refinement and user impacts. Create and implement strategies and plan to maximize employee adoption and usage and minimize resistance using proven change management activities. Identify and manage risk mitigation strategies as related to end user adoption activities. Identify key stakeholders impacted by the change, conduct impact analysis, and assess change readiness. Develop and monitor communication plans. Preparing drafts per the set review and approval process, meeting deadlines, and ensure timely distribution and delivery through various communication channels according to the timelines in accordance with the plan. Plan and provide activities and outlets to maximize user education and adoption of new technologies. Develop surveys to assist in evaluating the user readiness for project deployments. Develop success criteria to monitor change progress. Direct, develop, and evaluate Human Centered Change projects using accepted project management methodologies. Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors. Initiates multi-agency or enterprise-level projects, obtains authorization and commitment, and demonstrates business need and project feasibility. Works with scrum/sprint team members with high technical acumen to manage projects. Develops criteria for evaluating programs, proposals, and other pertinent information related to project assignments. Develops project budgets, schedules, work plans, resources requirements, and cost estimates and projections. Develops and implements plans to communicate project methodology and processes to interested groups and team members. Performs related work as assigned. Maintains relevant knowledge necessary to perform essential job functions. Attends work regularly in compliance with agreed-upon work schedule. Telework schedules are permitted for employees based on the agency's approved Telework Plan (if schedule does not adversely affect operations and service levels, and standard hours of operation are maintained). Ensures security and confidentiality of sensitive and/or protected information. Complies with all agency policies and procedures, including those pertaining to ethics and integrity.
Qualifications Education:
Graduation from high school or equivalent
Education:
Bachelor's degree from an accredited college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis: project management, program management, business operations, management information systems, business administration, or information technology.
Experience:
Eight years of experience working in the following (or closely related) fields: project management, program management, business operations, management information systems, business administration, or information technology. Experience with large-scale organizational change efforts and working on projects as a change management professional using industry principles, methodologies, and tools Experience presenting application demonstrations, process flows and methodologies to large audiences Experience in strong meeting facilitation skills to elicit visioning, planning, and customer improvements to drive to end user desires and adoption Experience developing communications using a variety of mediums Knowledge of user acceptance testing framework and practices to provide the most effective experience for the impacted users Skill in handling multiple tasks, prioritizing, and meeting deadlines Skill in effective communication, excellent written and oral communications skills Skill in exercising sound judgment and effective decision making Skill and expert-level ability to draft communications that will be published statewide Ability to apply a structured methodology and lead change management activities for various Information Technology projects and work effectively at all levels of an organization Ability to develop and maintain strong relationships with stakeholders through application development and transition Ability to receive and respond positively to constructive feedback Ability to work cooperatively with others in a professional environment Ability to work independently in an agile environment Ability to work in person at an OAG work location, if needed Ability to arrange for personal transportation for business-related travel, if needed Ability to work more than 40 hours as needed and in compliance with the FLSA Ability to lift and relocate 10 lbs. Ability to travel up to 5%
PREFERRED QUALIFICATIONS
Experience of 10 years or more working directly with cases or customers, or directly advising, training or supervising case workers in various child support or state government settings Experience working on a project using an agile framework to develop software Experience working on a CSD Agile Project, and familiar with the CSD Agile process Knowledge across child support functional areas to provide support to multiple teams Skills using the following software platforms: Salesforce, Vyond Video, Microsoft Teams plug-ins, Microsoft Word, Microsoft Excel, Microsoft Forms for survey creation, and Zoom using advanced features
Certifications:
PMP, PMI-ACP, PROSCI
