(DOQ) Position Number 202606 FLSA Status Exempt Full Time/Part Time Full Time Salary $88,379.20 - $128,980.80 Annually (Depending on Qualifications) Job Summary Under limited direction, performs professional engineering and project management work involving capital improvement plan (CIP) management, delivery, oversight, and engineering technical analyses related to water, wastewater, and electrical systems to assure the timely delivery of company infrastructure and business objectives. ResponsibilitiesESSENTIAL JOB DUTIES AND RESPONSIBILITIES
(include the following) Manages the timely delivery of company capital improvement (CIP) projects involving engineering studies, engineering design, and infrastructure construction. Establishes critical project management policies, procedures, objectives, and performance metrics for CIP projects. Collaborates with internal stakeholders to ensure proper project staffing and to achieve targets and standards for project schedule and financial performance. Communicates effectively with company executives to identify CIP project performance. Develops and nurtures key employee collaboration and is the primary contact on assigned CIP projects. Collaborates effectively with management in solving project and budget challenges and ensures company infrastructure and business objectives are met timely. Facilitates and establishes CIP project budget reporting, scheduling, work breakdown structure, set-up and close-out, quality assurance/quality control (QA/QC), communication, progress, cashflow tracking and forecasts, and level activities as required. Directs the turnover of project documentation, technical documentation, warranty administration, and financial information for fixed asset management and for infrastructure asset management. Performs professional engineering tasks including analysis, reports, designs, specifications, and production of projects. Completes other job duties as assigned. Senior Project Manager (in addition to all duties listed above) Engages in community input by giving public presentations and workshops. Coordinates and conducts capital improvement plan (CIP) status meetings with the various stakeholders including company executives, board members, City staff, etc.; presents board agenda items and CIP project status at company board meetings. Knowledge, Skills, and Abilities Knowledge important to perform the functions of the job include: Knowledge of the entire project management life cycle for municipal infrastructure projects. Knowledge of public procuring laws and regulations. Knowledge of project planning, scheduling, time management, and controlling. Knowledge of capital improvement project cost management, budgeting, cost control, and financial management. Knowledge of construction quality assurance and quality control standards and procedures. Knowledge of professional services and construction contract management and legal aspects. Knowledge of construction project environmental and safety practices, guidelines, standards, regulations, and laws. Knowledge in initiating, planning, executing, monitoring, controlling, and closing a project. Skills important to perform the functions of the job include: Professional oral and written communication skills in English. Skill in effective communication practices using reliability productivity tools. Skill in fostering effective working relationships across all levels of the organization. Skill in generic problem solving. Skill in handling conflict and uncertain situations. Computer software skills using Microsoft Office and Project Management software. Skill in data analysis techniques that involve project performance metrics and KPIs. Abilities important to perform the functions of the job include: Ability to develop, organize, and supervise the work of personnel assigned. Ability to comprehend and prepare clear and concise reports of a technical nature and to perform quality reviews of project deliverables. Ability to interact with a wide variety of people. Ability to develop standardization programs. Ability to work in engineering design and construction project delivery teams. Ability to be self-motivated to perform assigned tasks, and to take the initiative to learn new topics. Ability to track project schedules, budgets, change orders, requests for information (RFIs), etc. Ability to design project performance metrics. Education & Experience Requirements Bachelor's Degree with a major in Civil or Construction Engineering or a related field from an Accreditation Board for Engineering & Technology (ABET) accredited university program and Six (6) years of progressively responsible experience in municipal civil engineering or construction projects, with a minimum of two (2) of those years of experience as responsible-in-charge (RIC) for construction projects. Senior Project Manager Two (2) additional years of experience as responsible-in-charge (RIC) for construction projects are required.Note:

Responsible-in-charge ( RIC ) refers to a project manager who oversees and has authority to make decisions regarding a construction project. Typically acting on behalf of the owner, this person manages the assigned project by supervising the contractor and ensuring all aspects—such as scope, quality, schedule, costs, safety, specification compliance, and deadlines—are properly controlled. The RIC acts as the owner's on-site authority, while the contractor is responsible for its own means and methods of construction, crew supervision, day-to-day jobsite safety, and project execution. Certificates, Licenses, Registrations Requires a valid Texas Driver License or receipt of a valid Texas Driver's License within 90 days of relocation to Texas and a safe driving record, as measured by company policy. Must be a Professional Engineer licensed in the State of Texas. Professional Engineer licenses from other states may be allowed; however, candidate must acquire a Professional Engineer license from the Texas Board of Professional Engineers and Land Surveyors (TBPELS) within 12 months of appointment in order to remain in the position. Possession of a Project Management Professional (PMP) certification from the Project Management Institute (PMI) is preferred. Possession of a Certified Construction Manager (CCM) certification from the Construction Management Association of America (CMMA) is preferred. Senior Project Manager Requires a Project Management Professional (PMP) certification from the Project Management Institute (PMI). Requires a Certified Construction Manager (CCM) certification from the Construction Management Association of America (CMAA).
