Plan, organize, and develop goals and procedures for the program. Serve as an advocate for the program with administrators, outside agencies, and others on relevant program matters. In-person work on campus is an essential function of this position. Essential Functions Manage the day-to-day operations of the Project HIGHER program. Provide input on program goals, objectives, and budget development and ensure compliance with internal and external requirements, and program goals and objectives. Develop and implement program policies and procedures. Provide direct supervision to educational coaches assigned to program. Monitor and review support services utilization and recommend improvements. Responsible for personnel management direction and guidance including orientation, performance evaluation, professional development, coaching and counseling. Schedule and supervise students, and track and report their progress. Create and coordinate program orientations and summer college readiness training for participating students and conduct in-service training for faculty, staff, and educational coaches. Establish and maintain a system to monitor and track student participants, educational coach's assignments/schedules, program statistics, and related information. Retrieve and compile statistical data, prepare and submit reports and communications, and create program materials such as brochures and handouts. Collaborate and coordinate with El Paso Community College (EPCC) Center for Students with Disabilities (CSD) Counselors, University of Texas at El Paso (UTEP), Masters of Rehabilitation Counseling, and the Texas Workforce Commission Vocational Rehabilitation Services (VRS) in the recruitment and selection of participants for the program. Collaborate with staff from CSD to coordinate and provide reasonable accommodations to program students. Act as a liaison between EPCC, UTEP, VRS, Independent School Districts, Region 19, faculty, and other college personnel regarding program roles and services ensuring student success. Perform other duties as assigned.
Qualifications Required Qualifications:
1. Bachelor's degree and four (4) years of related experience or an equivalent combination of education and experience which demonstrates possession of the required knowledge, skills, and abilities.
NOTE:

The candidate must be fully qualified for the position at the time of application. 2. Working knowledge of Assistive Technology for people with disabilities and of laws governing the provision of services to persons with disabilities. 3. Experience working with people with disabilities. 4. Effective oral and written communications skills. 5. Experience supervising, training, managing, and guiding personnel. 6. Experience managing and monitoring budgets. 7. Must possess effective interpersonal, leadership, and teambuilding skills. 8. Ability to clearly and effectively present ideas in meetings and presentations. 9. Must be self-directed and take initiative to effectively perform all areas of responsibilities.
Special Conditions:
1. This is a security-sensitive position as defined under the Texas Education Code, Section 51.215; the successful applicant will be required to undergo a criminal background check, as permitted and/or required by applicable law, and in accordance with the College's policies and procedures. 2. Must possess valid driver license. 3. Must be insurable by district's insurance carrier. 4. Must be able to travel to different locations throughout the District using own transportation. Transcripts issued in a language other than English must be accompanied by a full translation (word for word) by a current member of the National Association of Credential Evaluation Services (NACES). Additionally, each foreign transcript must be evaluated for equivalency to United States accredited coursework. Out-of-town candidates invited for an on-campus interview will be reimbursed for one-half of the transportation cost for travel performed within the United States. The College will arrange and pay for up to two nights lodging. Physical Requirements:
While performing the duties of this job, the employee is regularly required to use hands to handle or feel and talk or hear. The employee is frequently required to walk and sit. The employee is occasionally required to stand, reach with hands and arms, and stoop, kneel, crouch, or crawl. The employee must occasionally lift or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus.
