The SSHO will oversee and enforce all safety, occupational health, and environmental protection requirements in accordance with EM 385‑1‑1, OSHA, Dominion Energy safety protocols, and installation‑specific requirements. This role ensures safe execution of all construction, utility, and energy‑related activities and provides continuous safety oversight, reporting, and coordination with both the Government and Dominion Energy representatives.
Required Qualification:
Degree in Occupational Safety, Environmental Health, Construction Management, Engineering, or related field Minimum 5 years of experience in construction safety oversight (or experience requirements dictated by EM 385‑1‑1) Completion of OSHA 30‑Hour Construction Current First Aid/CPR/AED certification Documented experience working on federal, DoD, or energy infrastructure projects Ability to pass a background check, including verification of at least 3 years living in the United States Eligible to work in the United States Valid driver's license
Preferred Qualifications:
Experience on DoD installations or utility/energy projects Experience interfacing with federal contracting officers and CORs Previous work with Dominion Energy safety programs Professional certifications such as CHST, ASP, or CSP Experience performing safety oversight on civil, electrical, and utility construction projects Key Responsibilities Serve as the on‑site SSHO responsible for enforcing the project Accident Prevention Plan (APP) and Activity Hazard Analyses (AHAs) Conduct daily site inspections and maintain written logs documenting findings, deficiencies, and corrective actions Lead daily safety briefings, toolbox talks, and tailgate training sessions Review and track submittals related to safety and environmental compliance Manage incident reporting, root‑cause analysis, and corrective action plans Ensure contractor compliance with EM 385‑1‑1, OSHA standards, and Dominion Energy safety requirements Coordinate with installation safety personnel at Fort Hood Verify employee training records, certifications, and equipment inspections Maintain all required safety documentation, including OSHA logs, meeting minutes, and training records Support overall project oversight, including participating in meetings, preparing reports, and communicating with the owner and project managers Work in varying weather conditions and traverse active construction sites; must be able to wear PPE, climb ladders/scaffolding, and walk long distances as required
Other Skills and Knowledge:
